All societies face a key question: how to empower governments to perform essential governmental functions while constraining the arbitrary exercise of power. This balance, always in flux, is particularly fluid in today's China. This insightful book examines the changing relationship between that state and its society, as demonstrated by numerous experiments in governance at subnational levels, and explores the implications for China's future political trajectory. Ann Florini, Hairong Lai, and Yeling Tan set their analysis at the level of townships and counties, investigating the striking diversity of China's exploration into different governance tools and comparing these experiments with developments and debates elsewhere in the world. China Experiments draws on multiple cases of innovation to show how local authorities are breaking down traditional models of governance in responding to the challenges posed by the rapid transformations taking place across China's economy and society. The book thus differs from others on China that focus on dynamics taking place at the elite level in Beijing, and is unique in its broad but detailed, empirically grounded analysis. The introduction examines China's changing governance architecture and raises key overarching questions. This book explores non-electoral means of public participation in contemporary China, both as an outcome of and a key contributor to the party-state’s efforts to improve its governing capacity. Examining consultative meetings, public hearings, and the use of surveys and questionnaires in Zhejiang province, on an empirical level, the study evaluates the historical development and institutional backgrounds of these mechanisms, as well as provides a critical assessment of their achievements and failures. At the same time, on a theoretical level, this book contributes to the broader scholarship on contemporary Chinese politics and political development within one-party regimes, as well as debates about state building and democratisation. Relying on the distinction between access to and exercise of power, it concludes that non-electoral public participation is in fact a function of state building. As the world's biggest polluter, the environmental challenges that China faces in controlling its airborne emissions are crucial, not only to its own population in terms of tackling the severe domestic air pollution, but also to the planet as it faces calls from the international community to accept its responsibilities in cutting greenhouse gases. Deteriorating air quality clearly shows that China’s current environmental regime is unsuited to either tackle the rampant domestic air pollution or contribute fairly to international climate action. As such, this book explores the feasibility of applying a national emissions trading system to control multiple air pollutants in China. It begins with an outline of the existing emissions management system and goes onto explore whether a national emissions trading system is a viable choice to combat China’s conventional air pollutants. In its propaganda, the Chinese Communist Party does not deny the value of “democracy”, but it insists that democracy in China can be only “socialist democracy with Chinese characteristics”. The most essential nature of such “democracy” is that it is under the single-party system and it excludes multi-party politics and competitive elections. In recent years, “Chinese democracy” has won more support because of achievements the party has made in developing economy. This raises a question: does this “efficient” authoritarian political system in China, even if it is not democratic, deserve applause because it can facilitate economic development? The party also insists that it is “democratic”. But, is the party's theory of “democracy” compatible with western democracy? Since 1998, the party has organized some political reforms, such as “direct elections” for township executives, “direct elections” for township party secretaries, township party congress reform and “deliberative democracy” experiments, while maintaining single-party politics. In the party's propaganda, some of these reforms have become party achievements in improving “socialist democracy with Chinese characteristics”. In addition to these four kinds of party-organized reforms, another “reform” originated from the grassroots, the participation of independent candidates in a few local people's congress elections. This book examines these five local political reforms. It demonstrates that the four reforms instigated and organized by the party were tightly controlled and manipulated by the party. Although some reform measures may possibly liberalize parts of China's political mechanism, it is highly unlikely that the four reforms will eventually lead to political democratization in China. In the fifth “reform”, which was motivated from outside the bureaucratic system, the party took drastic measures to repress the political participation of grassroots power. As a result, nearly all independent candidates in the local people's congress elections failed in their attempts to gain office. The prospects for this “reform” are also poor. The book argues that all five reforms have failed and that none will lead to China’s democratization in the near future. The book concludes that the party’s authoritarian regime in China is by nature anti-democratic and that so-called “socialist democracy with Chinese characteristics” is not democratic.

Two trends will have more influence than anything else on the world’s future political and economic situation: the development of artificial intelligence and the emergence of China as a competitor to the United States on the international stage.
