This comprehensive study of China-Ethiopia relations examines why China—an economic and emerging global power—has built relations with Ethiopia and why Ethiopia has responded by singling out China as a partner in its quest for economic development. This book offers a new alternative to understanding the relationship between China and Africa. Here, the author not only explores the changing nature of Ethiopia’s internal politics as a result of Chinese investment and commercial links, but also compellingly questions the existing state-centric macro or strategic investigation of China-Africa relations. By thoroughly reviewing and deploying the ‘second image reversed’ approach and the relational concept of state power analytical approaches, Ziso challenges the Western-centric Weberian conceptualization of state. This volume presents an eclectic approach to interpret the state transformation in Ethiopia in light of Chinese capital, arguing for a “state in society” framework which does not treat the state as a unitary black box. This analysis challenges the conventional binary staple which is often framed on whether China is the new imperialist power plundering Africa’s resources or is Africa’s historically all-weather friend. In contemporary discourse on China-Africa relations, there are, on the one hand, the Sino-pessimists who see China as a giant vacuum-cleaner, sucking up Africa’s resources in order to fuel its own rapid industrialization, and destroying Africa’s development potential in the process. On the other hand, the Sino-optimists see China as the ultimate savior of Africa, capable of or willing to 'develop' the continent. Between the two divergent schools of thought are those sitting on the fence for the time being, the Sino-pragmatists, who are less sanguine for sure about what Africa would gain from China-Africa relations, but are nevertheless willing to reserve judgment until the dust settles. This book is innovative in two ways: it introduces a regional approach to the study of China-Africa relations by focusing on Eastern and Southern Africa; and it puts forward a disciplinary framework- disciplinary in both senses of that term- for interrogating the burgeoning literature about China-Africa relations by conceptualizing the three schools of thought mentioned above.

We examine worker training by Chinese manufacturing firms using nationally representative firm-level data from both Ethiopia and Tanzania. While Chinese firms make up a relatively small portion of the manufacturing industry in both Ethiopia and Tanzania, at the firm-level they contribute significantly to both domestic employment and labor training. In both countries more than 85 percent of the workers employed by Chinese firms are local, and Chinese firms (and other foreign firms) are more likely to offer labor training than their domestic counterparts. However, we find evidence that Chinese firms underperform relative to other foreign firms in the share of local workers employed, and in Tanzania the difference is especially large for managerial positions.
