The emerging conflict between the US and China has an inherent tendency towards a development of deglobalization. It is the historical prerequisites for this deglobalization that are examined in this book. These assumptions are largely based on what is termed the second wave of globalization, based on increasing technological competition between the US and China, as well as China's expansion along the New Silk Road. In this book, the author makes a distinction between the Old Globalization and the New Globalization. The Old Globalization was characterized by competition over costs in general and wage costs in particular, while the New Globalization is categorized by new competencies and skills, especially technological capabilities and technological innovations. The second wave, which is driven by technological innovations, lays the foundation for a counter-strategy on the part of the US to stem the Chinese technological expansion. It is this new strategy that confines the second wave of globalization from China and lays the foundation for deglobalization. The book analyses US-China relations from a fresh perspective, namely a systemic thinking approach. The focus is the emerging innovation economy, which leads to tension and deglobalization. The book is grounded in evolutionary economics and uses conceptual generalization in its descriptions, analysis, theoretical reflections, and real-world cases. The key message is that the economy of the future will be characterized by coordinated wave movements: economic growth mainly controlled by private capital alternating with economic downturns that necessitate collective solutions and government interventions.The book offers policy suggestions, which include promoting effective macroeconomic policies, and extending microeconomic cooperation schemes, related to the innovation economy.

This contribution to the World Scientific series on the Belt and Road Initiative focuses on the overland connections west from China, the Silk Road Economic Belt component of the BRI. It emphasizes the economic underpinning of the Belt in the market-driven creation of the Eurasian Landbridge and the linking of regional value chains. A fundamental economic driver behind this is the twenty-first century evolution of international value chains, in which China plays a major role, and their transformation by new trade technologies. Finer fragmentation of production and wider scanning for participants in value chains underlie the need for common, preferably global, regulation of new trade technologies and the emergence of mega-regional trade agreements (and China's response to such agreements).Thus, the Eurasian part of the Belt and Road Initiative must be seen in conjunction with China's growing role in the twenty-first-century global economy. Especially since the 2016 US presidential election, these connections have become entwined with China's reactions to criticisms of the Belt and Road Initiative and China's recognition of the benefits of more nuanced economic diplomacy to find common ground with other economic powers, notably the European Union and signatories of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

As the eminent China scholar David Shambaugh explains in Where Great Powers Meet, the United States and China are engaged in a broad-gauged and global competition for power. While this competition ranges across the entire world, it is centered in Asia. In this book, Shambaugh focuses on the critical sub-region of Southeast Asia. This book argues that China’s Belt and Road Initiative should be seen more as a geopolitical project and less as a global economic project, with China aiming to bring about a new Chinese-led international order. It contends that China’s international approach has two personas – an aggressive one, focusing on a nineteenth century-style territorial empire, which is applied to Taiwan and the seas adjacent to China; and a new-style persona, based on relationship building with the political elites of countries in the Global South, relying on large scale infrastructure projects to help secure the elites in power, a process often leading to lower democratic participation and weaker governance structures. It also shows how this relationship building with elites leads to an acceptance of Chinese norms and to changes in states’ geopolitical preferences and foreign policies to align them with China’s geopolitical interests, with states thereby joining China’s emerging international order. Overall, the book emphasizes that this new-style, non-territorial “empire” building based on relationships is a major new development in international relations, not fully recognized and accounted for by international relations experts and theorists.
