This book examines water resource management in China’s electric power sector and the implications for energy provision in the face of an emerging national water crisis and global climate change. Over 75% of China’s current electricity comes from coal. Coal-fired power plants are reliant on water, with plants using significant volumes of water every year, yet water resources are unevenly distributed. In the face of serious environmental concerns and increasing electricity demand, this book examines the environmental impacts that coal power plants have on water resources and the impact water availability has on the electricity sector in a country with a significant number of water-scarce provinces and a large number of power plants located on inland waterways. It discusses the water impacts and constraints for transforming the electric power sector away from coal to renewable energy sources, such as hydropower and concentrated solar power. The book adopts a mix-method approach, combining a plant-level quantitative analysis on water impacts and dependencies in China’s electricity sector and a qualitative analysis of relevant institutions in both sectors. Since China has now become the world’s largest energy consumer, its energy sector has understandably huge implications for the global economy. This book examines the transformation of China’s conventional and renewable energy sectors, with special attention to state-business relations. Two studies examine the development of China’s energy profile, especially China’s renewable energy. Two others explore governmental relations with state-owned enterprises (SOEs) and their reform. Despite drastic restructuring in the late 1990s, SOEs continue their oligopolistic control of the oil and gas sectors and even overshadow the stock market. Three studies investigate the factors that help propel the expansion of China’s conventional energy firms, as well as those producing renewable energy (i.e. solar PV industry). A study of China’s solar PV industry suggests that China’s governmental support for it has evolved from subsidising production (a "mercantile" stage aimed at expanding the industry’s global production and export share) to subsidising the demand side (aiming at expanding domestic demand and absorbing redundant manufacture capacity). Another review of this industry finds that firms tend to pay heavy attention to extra-firm institutional network relationships both inside and outside China, and that buyer-supplier networks are influenced by extra-local managerial education. The final chapter compares China’s provinces and their embedded carbon-footprints per capita in urban areas from a consumption perspective, using a self-organizing feature map (SOFM) model. This paper investigates the operating efficiency of Chinese coal-fired power plants and the effect of electricity market restructuring in 2002 on plants' efficiency and labor input, using a dataset covering 9987 coal-fired power plants from 1998 to 2009. Our study suggests Chinese power plants were less thermally efficiency than plants in the U.S.: they have 1.92% higher heat rate than US plants from 2000 to 2009. After restructuring in 2002, plants located in provinces with Big Fives improved their fuel efficiency more than plants located in provinces without Big Fives. However, plants in province with more big fives did not benefits more than those with only one big five: the decreasing in heat rate per year after 2002 for plants in province with one, two to three and four to five Big Fives are successively 2.4%, 1.8% and 1.7%. The reform also improved labor efficiency for plants in province with four to five Big Fives. They decreased 6.1% employee per year after 2002. China's power sector experienced accelerated growth after the mid - 1980s, with surging demand for electricity boosted by increased investment and residential consumption, both associated with market reforms. In the late 1990s, however, a temporary power oversupply was witnessed. It was mainly caused by the government's efforts to restructure its numerous State Owned Enterprises (SOEs), in which many big enterprises were closed. The 1997/1998 Asian financial crisis also worsened the situation. The growth pace of the power sector was therefore impeded. Foreign funded power plants faced increasing pressure to reduce prices and were asked to renegotiate their Power Purchasing Agreements (PPAs). As a result, many foreign investors either substantially scaled back operations or avoided new exposure. invest in China's power sector while others failed before? The answer is very simple: things have changed and one cannot afford to ignore this huge market. After entry to WTO in late 2001, China has increasingly become a workshop for the entire world. Foreign direct investment (FDI) surged to USD52.7 billion in 2002, and China is expected to replace the US as the world's No.1 FDI recipient. At the same time, the expansion of the power sector has lagged. Thus the sustainability of the state economy is under threat. In order to overcome the energy constraint, hefty investment will be needed. According to a two year research made by the International Energy Agency (IEA), nearly USD2000 billion investment will be required in the period 2001-2030. This provides new opportunities to foreign investors.
