Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. A survey of Chinese naval operational history, Li’s book focuses on the major battles and important engagements of more than 1,200 Chinese naval operations from 1949-2009, including the joint landing campaigns in the Taiwan Strait Crises, naval battles in the South China Sea, air defense against American pilots during Operation Rolling Thunder, and anti-piracy operations in Africa. His findings elucidate the origin of and changes of the People’s Liberation Army Navy (PLAN) by examining its adaptation, modernization, and setbacks in the past sixty years. Based upon newly available Chinese sources and personal interviews with retired generals, admirals, and PLA officers, the work offers Chinese perspective on the study of PLAN war fighting history. The untold operational stories of the Chinese captains, boatswains, sailors, gunners, and naval pilots provide a first-hand look at a naval officer and his crew during the Cold War and beyond. They also indicate important lessons learned by the naval leaders who faced the enemies during a period when the PLAN underwent a complex transformation. China’s New Navy explains how the Chinese Navy’s operational experience brought about its reform. The PLAN changed from a coastal defensive fleet in the 1950s, to a modern navy in the 2000s. It concludes that some early experiences are still relevant to Beijing’s leaders as they consider specific strategic and operational challenges. China’s naval modernization, a process that has been underway in earnest for three decades, is now hitting its stride. The advent of the Type 055 cruiser firmly places the PLAN among the world’s very top naval services. This study, which draws upon a unique set of Chinese-language writings, offers the first comprehensive look at this new, large surface combatant. It reveals a ship that has a stealthy design, along with a potent and seemingly well-integrated sensor suite. With 112 VLS cells, moreover, China’s new cruiser represents a large magazine capacity increase over legacy surface combatants. Its lethality might also be augmented as new, cutting edge weaponry could later be added to the accommodating design. This vessel, therefore, provides very substantial naval capability to escort Chinese carrier groups, protect Beijing’s long sea lanes, and take Chinese naval diplomacy to an entirely new and daunting level. Even more significant perhaps, the Type 055 will markedly expand the range and firepower of the PLAN and this could substantially impact myriad potential conflict scenarios, from the Indian Ocean to the Korean Peninsula and many in between. This study of Type 055 development, moreover, does yield evidence that Chinese naval strategists are acutely aware of major dilemmas confronting the U.S. Navy surface fleet.
