This edited collection of essays answers a basic question posed by contemporary discourse on state building: How might people's identification with a particular ethnic group matter? Essays in this book use an integrated, multi-disciplinary approach to understanding regional and local community culture and socio-political development in developing countries-especially in Sub-Saharan Africa-to argue that the state, as well as civil society, confers on cultural differences a legitimacy that can be achieved in no other way but by positive cooperation. Contributors from different countries look at local patterns in state building and modernization as they have unfolded over the course of the last fifty years. They claim that the people and ethnic groups in most developing countries adhere to a concept of popular sovereignty that testifies that aspects of positive and moral ethnicity can contribute to social change as in China, economic development as in India, or in a democratization process as in Rwanda and Burundi. The eventual methodological assumption made by these essays presumes that ethnic conflicts in such countries as Cyprus, Turkey, India, and Rwanda have no moral sanction; ethnicity has not assumed a political ideology. One conclusion reached by the contributors is that some form of accommodation between opposing ethnically diversified groups, as well as between state and ethnic elements, is feasible.

The Lahu, with a population of around 470,000, inhabit the mountainous country in Yunnan Province bordering on Burma, Laos and northern Thailand. Buddhists, with a long history of resistance to the Chinese Han majority, the Lahu are currently facing a serious collapse of their traditional social system, with the highest suicide rate in the world, large scale human trafficking of their women, alcoholism and poverty. This book, based on extensive original research including long-term anthropological research among the Lahu, provides an overview of the traditional way of life of the Lahu, their social system, culture and beliefs, and discusses the ways in which these are changing. It shows how the Lahu are especially vulnerable because of their lack of political representatives and a state educated elite which can engage with, and be part of, the government administrative system. The Lahu are one of many relatively small ethnic minorities in China – overall the book provides an example of how the Chinese government approaches these relatively small ethnic minorities.

This wide-ranging work, consisting of selected essays of Morris Rossabi, reflects the diverse interests of a leading scholar of China and Inner Asia. It encompasses the eras from the thirteenth century to the present, territories stretching from China to Mongolia to Central Asia and to the Middle East, and religions from Islam to Nestorian Christianity to Judaism and Confucianism in East, Central, and West Asia. Rossabi first challenged the conventional wisdom concerning traditional Chinese foreign relations by showing the pragmatism of Chinese officials who were not bound by Confucian strictures and stereotypes about foreigners and were actually knowledgeable about neighboring regions. His studies of the territories surrounding China led to the discovery of a major omission in historical writing—the lack of a biography of Khubilai Khan, one of the most renowned rulers in Eurasian history. His biography of Khubilai resulted in further studies of the Mongolian legacy on global history and of the significant role of women in the Mongolian empire. His repeated travels in Mongolia, in turn, stimulated an interest in modern Mongolia, especially the turbulence following the turbulence after the collapse of socialism in 1990, a subject he writes about in this book. The need for greater public knowledge and awareness of China, Mongolia, Central Asia, the Silk Roads, and Islam in Asia prompted Rossabi to write general, occasionally pedagogical, articles about these topics for a wider audience.

In this pathbreaking book, Xiaoyuan Liu establishes the ways in which the history of the Chinese Communist Party was, from the Yan’an period onward, intertwined with the ethnopolitics of the Chinese “periphery.” As a Han-dominated party, the CCP had to adapt to an inhospitable political environment, particularly among the Hui (Muslims) of northwest China and the Mongols of Inner Mongolia. Based on a careful examination of CCP and Soviet Comintern documents only recently available, Liu’s study shows why the CCP found itself unable to follow the Russian Bolshevik precedent by inciting separatism among the non-Han peoples as a stratagem for gaining national power. Rather than swallowing Marxist-Leninist dogma on “the nationalities question,” the CCP took a position closer to that of the Kuomintang, stressing the inclusiveness of the Han-dominated Chinese nation, “Zhongua Minzu.”

The purpose of this book is to examine the strategies and practices of the Han Chinese Nationalists vis-à-vis post-Qing China’s ethnic minorities, as well as to explore the role they played in the formation of contemporary China’s Central Asian frontier territoriality and border security. The Chinese Revolution of 1911, initiated by Sun Yat-sen, liberated the Han Chinese from the rule of the Manchus and ended the Qing dynastic order that had existed for centuries. With the collapse of the Qing dynasty, the Mongols and the Tibetans, who had been dominated by the Manchus, took advantage of the revolution and declared their independence. Under the leadership of Yuan Shikai, the new Chinese Republican government in Peking in turn proclaimed the similar "five-nationality Republic" proposed by the Revolutionaries as a model with which to sustain the deteriorating Qing territorial order. The shifting politics of the multi-ethnic state during the regime transition and the role those politics played in defining the identity of the modern Chinese state were issues that would haunt the new Chinese Republic from its inception to its downfall. Modern China's Ethnic Frontiers will be of interest to students and scholars of Chinese history, Asian history and modern history.
