“Peaceful coexistence,” long a key phrase in China’s strategic thinking, is a constructive doctrine that offers China a path for influencing the international system. So argues Liselotte Odgaard in this timely analysis of China's national security strategy in the context of its foreign policy practice. China’s program of peaceful coexistence emphasizes absolute sovereignty and non-interference in the internal affairs of other states. Odgaard suggests that China’s policy of working within the international community and with non-state actors such as the UN aims to win for China greater power and influence without requiring widespread exercise of military or economic pressure. Odgaard examines the origins of peaceful coexistence in early Soviet doctrine, its midcentury development by China and India, and its ongoing appeal to developing countries. She reveals what this foreign policy offers China through a comparative study of aspiring powers in the nineteenth and twentieth centuries. In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.

In 2016, economic globalization suffered a severe crisis after over half a century of smooth development, and deglobalization was running mountains high. The world was standing at the crossroads in 2015 as globalization propelled human beings into an increasingly integrated community of common destiny. In the meantime, the world witnessed the strategic competition among major powers. This annual publication offers views, opinions and predictions on global political and security issues, and China's strategic choices by Chinese scholars. It covers almost all the significant issues that took place in the international security arena in 2015. Besides the relations among major powers, it studies the international community's fight against Islamic State (IS), the strategic situation in the Korean Peninsula, political situation in Myanmar, the Joint Comprehensive Plan of Action on the Iranian nuclear issue, free navigation in the South China Sea, China's Belt and Road Initiative and its grand diplomacy. This book argues that the strategic competition among major powers is heightening, and smaller countries as well as extremist forces like the IS are seeking strategic space by taking advantage of the conflicts among major powers. The book concludes that to address this major historic challenge in international politics, it is essential that some major powers drop the hostile stance towards each other and enhance partnership to foster international cooperation.
