This book examines China’s new development policies, which seek to reposition China from export platform for a diverse array of low-cost consumer goods to technological leader in sectors linked to advanced manufacturing, artificial intelligence, electric vehicles, e-commerce, and new internet-related production networks oriented to China’s large domestic market. China is a powerful engine of the global economy and the country's rise is undoubtedly the outcome of its protracted campaign of designing and implementing national development strategies since the founding of the People's Republic of China in 1949. This book reviews the transformation and innovation of China's economic development strategies, especially Deng Xiaoping's Three-Step strategy and Xi Jinping's internal and external strategies. By introducing the concept of strategic paradigm, it analyzes the theoretical basis of myriads of economic development strategies and predicts China's choice. With the evolutionary process and the outstanding problems in national development planning as the main thread, it discusses the improvement of the national planning system, specifically of the national overall planning system, the regional planning system, the interplay and conflict between regional planning. It also studies the reform of city-county planning system, major function-oriented zones (MFOZs) and planning legislation and institutionalization. From 1949 to 1978, communist elites held clashing visions of China’s economic development. Mao Zedong advocated the “first way” of semi-autarchy characteristic of revolutionary Stalinism (1929–34), while Zhou Enlai adapted bureaucratic Stalinism (1934–53) to promote the “second way” of import substitution industrialization. A Third Way tells the story of Deng Xiaoping’s experimentation with export-led development inspired by Lenin’s New Economic Policy and the economic reforms of Eastern Europe and Asia. Having uncovered an extraordinary collection of internal party and government documents, Lawrence Reardon meticulously traces the evolution of the coastal development strategy, starting with special economic zones in 1979 and evolving into the fourteen open coastal cities, the Hainan SEZ, and eventual accession to the global trade regime in 2001. Reardon details how Deng and Zhao Ziyang tackled large-scale smuggling operations, compromised with Chen Yun’s conservative views, and overcame Deng Liqun’s ideological opposition. Although Zhao Ziyang was airbrushed out of official Chinese history after June 4, 1989, Reardon argues that Zhao was the true architect of China’s opening strategy. Urbanization is one of the major challenges facing China. Of China’s 1.3 billion people, around half still live in rural areas. There has been huge migration from rural areas to cities in recent years, a trend that is likely to continue strong for some time. The strains that this vast migration puts on China’s cities are enormous. This book makes available for the English-speaking reader the results of a large group of research projects undertaken by CDRF, one of China’s leading think tanks, into the details of rural-urban migration, the resulting urban growth and the problems associated with all this. The book goes on to put forward a new strategy, which aims to ensure that China’s urbanization proceeds in an orderly manner and that people and their needs are put at the centre of the strategy. Key parts of the strategy include that 'city clusters' should become the main form of urbanization; that these should be arranged geographically in a pattern of 'two horizontal lines and three vertical lines'; that industrial and employment structures should highlight regional features and diversity; that urban public services should be more equitably distributed; that there should be new forms of urbanization management and city governance to accelerate urbanization and ensure harmonious social development; and that the whole process should be conducted in an ecological, 'green' way.
