This book illustrates the role that Private Security Companies (PSC) with ‘Chinese characteristics’ play in protecting people and property associated with the Belt and Road Initiative (BRI). The revival of the ancient Silk Road economic “belt,” combined with the 21st Century sea lanes of communication known as the “road,” is intended to enhance global connectivity and increase commercial activity. However, the socio-political risks associated with Chinese outbound direct investments are often overlooked. Terrorism, separatism, kidnapping and other risks are mostly new to Chinese companies, some of which are operating abroad for the first time. Economic globalization and the transnational exploitation of natural resources have increased the need for Chinese-owned PSCs in spite of the disdain for the profession of “a lance for hire.” Due to peculiar geo-strategic and geo-economic features, the “belt” from Central Asia to Pakistan and the “road” from the Somali coast to the Strait of Malacca are characterized by a high level of insecurity. This book’s focus on how the state’s monopoly of force privatization can play a significant role in protecting the New Silk Road will be of interest to policymakers, journalists, and academics.

Since Xi Jinping’s accession to power in 2012, nearly every aspect of China’s relations with Africa has grown dramatically. Beijing has increased the share of resources it devotes to African countries, expanding military cooperation, technological investment, and educational and cultural programs as well as extending its political influence. This book examines the full scope of contemporary political and security relations between China and Africa. David H. Shinn and Joshua Eisenman not only explain the specific tactics and methods that Beijing uses to build its strategic relations with African political and military elites but also contextualize and interpret them within China’s larger geostrategy. They argue that the priorities of Chinese leaders—including the conflation of threats to the Communist Party with threats to the country, a growing emphasis on relations in the Global South, and a focus on countering U.S. hegemony—have combined to elevate Africa’s importance among policy makers in Beijing. In China's Western Horizon, Daniel S. Markey, a scholar of international relations and former member of the U.S. State Department's policy planning staff, previews how China's efforts are likely to play out along its "western horizon: " across the swath of Eurasia that includes South Asia, Central Asia, and the Middle East. Drawing from extensive interviews, travels, and historical research, Markey describes how perceptions of China vary widely within states such as Pakistan, Kazakhstan, and Iran. Powerful and privileged groups across the region often expect to profit from their connections to China, while others fear commercial and political losses. Similarly, Eurasian statesmen are scrambling to harness China's energy purchases, arms sales, and infrastructure investment. Yichao Li received her Ph.D. from the Institute for Research on Portuguese-speaking Countries, City University of Macau (China) and a Post-Doc diploma from ISCTE-IUL (Portugal). Currently, she is Assistant Research Fellow at Institute of African Studies, Zhejiang Normal University (China). Francisco José Leandro received his Ph.D. in political science and international relations from the Catholic University of Portugal (2010). He is currently Associate Professor with Habilitation and Deputy Director of Institute of Global and Public Affairs, University of Macau (China), and researcher at OBSERVARE/UAL, and at CEI/ISCTE-IUL (Portugal). Jorge Tavares da Silva is an Assistant Professor at the University of Beira Interior (Portugal) and Associate Researcher at the Public Policy Research Unit on Governance, Competitiveness and Public Policy. Rapid technological advances in the field of robotics and autonomous systems (RAS) are transforming the international security environment and the conduct of contemporary conflict. China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Contemporary war is as much a quest for decisive technological, organizational, and doctrinal superiority before the fighting starts as it is an effort to destroy enemy militaries during battle. Armed forces that are not actively fighting are instead actively reengineering themselves for success in the next fight and imagining what that next fight may look like. Twenty-First Century Military Innovation outlines the most theoretically important themes in contemporary warfare, especially as these appear in distinctive innovations that signal changes in states’ warfighting capacities and their political goals. Marcus Schulzke examines eight case studies that illustrate the overall direction of military innovation and important underlying themes. He devotes three chapters to new weapons technologies (drones, cyberweapons, and nonlethal weapons), two chapters to changes in the composition of state military forces (private military contractors and special operations forces), and three chapters to strategic and tactical changes (targeted killing, population-centric counterinsurgency, and degradation). Each case study includes an accessible introduction to the topic area, an overview of the ongoing scholarly debates surrounding that topic, and the most important theoretical implications.
