The essays in this volume address the industrial, commercial, urban and regional reforms of China's planned economy during the 1980s. The emphasis is on the dominating institutional and bureaucratic presence of the state even as it sought to loosen the pre-1979 vertically structured centralised command system and to introduce some market principles to stimulate economic activity. The essays fall into four categories: theoretical and policy discussions and debates at the central leadership level; reform of the urban economy and of inter-regional relations; industrial and commercial reforms; and the rise and position of the new entrepreneurial class. Many of the essays draw on interviews with Chinese economic officials in the Central China city of Wuhan and therefore this is the only study that uses local data on actual operations of reforms from a Chinese city; the other sources are the Chinese press and Chinese official and scholarly journals. In each of the categories there are pieces from different points in the chronological process of reform. This study begins with the first theoretical discussions among China's economists and top political leaders in the late 1970s and concludes with experiments with bankruptcy and stock markets in the late 1980s. The countervailing heavy presence of the state at both the policy and the practical levels throughout the reform decade is its unifying theme.

Andrew Wedemen argues that China succeeded in moving from a Maoist command economy to a market economy because the central government failed to prevent local governments from forcing prices to market levels. Having partially decontrolled the economy in the early 1980s, economic reformers baulked at price reform, opting instead for a hybrid system wherein commodities had two prices, one fixed and one floating. Depressed fixed prices led to 'resource wars', as localities battled each other for control over undervalued commodities while inflated consumer goods prices fuelled a headlong investment boom that saturated markets and led to the erection of import barriers. Although local rent seeking and protectionism appeared to carve up the economy, in reality they had not only pushed prices to market levels and cleared the way for sweeping reforms in the 1980s, they had also pushed China past the 'pitfalls' of reform that entrapped other socialist economies.

China's dramatic reforms are usually said to have been caused by the policies of state leaders under Deng Xiaoping. This fascinating new study by one of the West's leading authorities on contemporary China shows, however, that reforms began and are maintained by local networks. They emerged first in the economy -- partly as unintended results of previous policies. Agricultural extension in Mao Zedong's time freed so much labor from the land in rich areas, such as the Shanghai delta, that peasant leaders set up rural industries to employ clients. Many of these leaders were avowed "state cadres", but they acted for local constituencies more than for Beijing. Their initiatives can be documented in the early 1970s, long before the 1978 proclamation of new enterprises, which the central bureaucracy could not monitor, taking materials and markets away from state industries. This caused socialist control of input prices and commodity flows to collapse by the mid-1980s. As a result, shortages and inflation bedeviled the economy, the state ran deficits, management decentralized local banks proliferated, and immigration to cities soared.
