From the founding of the Qin dynasty in 221 BCE to the present, the Chinese have been preoccupied with the notion of ordering their world. Efforts to create and maintain order are expressed not only in China’s bureaucratic institutions and methods of social and economic organization but also in Chinese philosophy, religious and secular ritual, and comprehensive systems of classifying all natural and supernatural phenomena. Mapping China and Managing the World focuses on Chinese constructions of order (zhi) and examines the most important ways in which elites in late imperial China sought to order their vast and variegated world. This book begins by exploring the role of ancient texts and maps as the two prominent symbolic devices that the Chinese used to construct cultural meaning, and looks at how changing conceptions of ‘the world’ shaped Chinese cartography, whilst both shifting and enduring cartographic practices affected how the Chinese regarded the wider world. The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. This book intends to make sense of how Chinese leaders perceive China’s rise in the world through the eyes of China’s international relations (IR) scholars. Drawing on a unique, four-year opinion survey of these scholars at the annual conference of the Chinese Community of Political Science and International Studies (CCPSIS) in Beijing from 2014–2017, the authors examine Chinese IR scholars’ perceptions of and views on key issues related to China’s power, its relationship with the United States and other major countries, and China’s position in the international system and track their changes over time. Furthermore, the authors complement the surveys with a textual analysis of the academic publications in China’s top five IR journals.
