Die Subprime-Krise des amerikanischen Immobiliensektors hat sich zu einer weltweiten Finanz- und Wirtschaftskrise entwickelt, die Finanzsysteme fast kollabieren l sst und sowohl fast alle Industrienationen als auch viele Schwellenl nder in eine Rezession getrieben hat. Noch vor wenigen Monaten gingen die internationale Presse und Wirtschaftswissenschaftler davon aus, dass die VR China weitgehend verschont bliebe. Die Gegenwart sieht anders aus: Viele Unternehmen mussten wegen des R ckgangs der weltweiten Nachfrage den Gesch ftsbetrieb aufgeben, Millionen von Arbeitern verloren ihren Arbeitsplatz. China drohen daher in diesem Jahr soziale Unruhen und Aufst nde, falls diese Schieflage nicht behoben wird. Zwar wurde in der Volksrepublik China zuerst betont, dass man nur in geringem Ausma mit infizierten" Verbriefungen in Verbindung steht und daher von der Finanzkrise verschont bleibt, doch mit zeitlicher Verz gerung hat sich auch die chinesische Wirtschaft mit der Krise angesteckt. Dies geschah jedoch nicht ber den Finanzsektor, sondern vielmehr ber den f r China viel bedeutenderen Exportsektor. Das chinesische Wachstum basiert auf der Exportst rke des Landes. Eine Exportquote von ca. 40% verdeutlicht die Abh ngigkeit der wirtschaftlichen Entwicklung Chinas vom Au enhandel. Dies ist vor allem auf das schier unersch pfliche Angebot an g nstigen Arbeitskr ften und dem daraus resultierenden komparativen Vorteil Chinas gegen ber nahezu jedem Industrie- und Entwicklungsland zur ckzuf hren. So wurde das Reich der Mitte in den vergangenen Jahrzehnten zur Werkbank der Welt. Eine Vielzahl der f hrenden Wirtschaftsm chte, welche gleichzeitig die gr ten Abnehmer von Produkten aus China sind, wurden durch die Finanzkrise stark in Mitleidenschaft gezogen. Der US-Immobilienmarkt ist durch drastische Wertverluste der Subprime-Hypothekenverbriefungen in die Krise geraten. Seit Anfang 2008 verbreitete sich diese Krise auch auf andere Finanzinstrumente, sodass die USA in diesem Jahr noch in eine tiefe Rezession gezogen wurde. Die Finanzkrise fand ihren Höhepunkt mit der Insolvenzbekanntgabe der US-Investmentbank Lehman Brothers Mitte September 2008. Dadurch schwappte die Finanzkrise seit Ende Oktober 2008 zunehmend auch auf die reale Wirtschaft über. Ursache hierfür waren u.a. die Banken, die ihre Kreditkonditionen verschärften, um große Teile der entstandenen Wertverluste tragen zu können.1 Länder wie China und Japan erreichte die US-Krise im internationalen Vergleich eher spät. Auf Grund der vorangegangenen Asienkrise hatten beide Länder jedoch das Bewusstsein für die möglichen Schäden. Die Europäische Union hingegen unterschätzte anfangs die Auswirkungen und wurde von dem Ausbruch der Krise im europäischen Raum überrascht. Das Ziel der vorliegenden Arbeit ist es die Länder, China und Japan, im Hinblick auf die Bewältigung der Finanz- und Wirtschaftskrise, näher zu beleuchten. Dabei werden bereits ergriffene Maßnahmen, um die wirtschaftliche Krise zu bekämpfen, aufgezeigt. Durch die enorme wirtschaftliche Konnektivität Chinas und Japans mit den Vereinigten Staaten wird es zu klären sein, wie tief beide Staaten durch die US-Krise getroffen worden sind bzw. wie es evtl. diesen Ländern, auf Grund ihrer wirtschaftlichen Machtposition, gelungen ist die Krise zu überwinden. Die geplatzte Blase auf den Vermögensmärkten erreichte auch die europäischen Märkte. Daher werden sämtliche Reaktionen, von Regierungen und Zentralbanken Chinas und Japans, mit denen der Europäischen Union auf Gemeinsamkeiten bzw. Unterschiede verglichen. Außerdem werden die verheerenden Auswirkungen der USImmobilienkrise auf die reale Wirtschaft von China, Japan und der Europäischen Union betrachtet.

Es erfolgt eine Definition des Begriffes Krieg, die sich an den Grundannahmen des Militärtheoretikers Clausewitz orientiert, um mit dem Neologismus des Währungskrieges wissenschaftlich arbeiten zu können. Dabei werden drei dem Währungskrieg wesensähnliche historische Phänomene betrachtet, von denen der Währungskrieg differenziert wird. Die wirtschaftliche Situation Chinas und der USA wird dargestellt und die Ursachen der Währungsstreitigkeiten erläutert. Es wird geklärt, welche währungspolitischen Maßnahmen beide Länder vorgenommen haben, um dabei die Risiken, wie beispielsweise die Devisenakkumulation Chinas, die Ungleichgewichte zwischen beiden Ländern infolge der unterschiedlichen Leistungsbilanzen und die expansive Geldpolitik der amerikanischen Zentralbank Fed zu beleuchten. Schon mehrere Jahre vor dem Ausbruch der globalen Finanzkrise 2007/2008 hat sich die Welt wirtschaftlich gesehen in Gewinner und Verlierer geteilt. Die Gewinner sind die Überschussländer, welche mehr exportieren als importieren und dadurch eine positive Handels- und Leistungsbilanz generieren. Bei den Verlierern ist es umgekehrt. Während vor allem China, Japan, die übrigen asiatischen Schwellenländer und die Ölförderländer Handelsüberschüsse erzielen, stehen auf am anderen Ende Defizitländer wie Großbritannien und insbesondere die USA, die eine überaus negative Handelsbilanz vorweisen . The book analyzes the nature of Chinese economy which enables it to go through the financial tsunami pretty unscathed. It discusses the stimulus package designed by the Chinese government to keep the economy on course, as well as its results ? both positive and negative aspects in the middle and long term. The 2008?09 financial crisis makes it very clear that we need a two-pronged approach to deal with the situation, namely governments need a) to take quick and decisive actions to stem any further deterioration in financial systems; b) to revamp their economies by refitting existing engines in the real economy. China, as the third largest economy in the world, and with its robust domestic consumption and a healthy financial system, is one of the most important drivers to pull the world out of recession. According to the Chinese leadership, China's main contribution is to keep its own economy running smoothly. In response to the crisis, the Beijing government has poured money into the following sectors: public housing, earthquake reconstruction, physical infrastructure, social security, education and healthcare. So far, the results have helped China to maintain the targeted high growth. Given the open nature of its economy, its high growth has also benefited other countries, thereby contributing to the global economy. The current crisis strengthens a trend that has emerged since the Asian financial crisis of 1997. And that is the enhanced economic integration of China with its East Asian neighbours and Southeast Asia. This augurs well for East Asian regionalism which may include the birth of Asian Monetary Fund. The global environment in the wake of the crisis poses new challenges to China, for example, in the form of shrinking size of its traditional export market in the USA and Europe. China needs to modify its strategy from previous export-oriented and investment-driven strategy into one with more emphasis on consumption. There is a lot of scope for China to embark on productive consumption such as cleaning up the environment, physical infrastructure, social security, education and healthcare. If done well, they will lay a firm basis for long-term economic development. It represents an occasion for China to embark on a nation-wide effort to upgrade its economy in the key sectors. This report builds on the framework laid out in the 1997 Country Economic Memorandum, "China 2020: Development Challenges in the New Century, " and its companion reports, which remain largely valid. This report focuses on the near term. The difficulty of dealing with China's main macroeconomic challenge, weakened domestic demand, has been compounded by the Asia crisis and the global economic slowdown. These challenges come at a critical juncture in China's structural reform program. Unemployment and demand for social protection has increased, and corporate debt pressures are building, in line with the transition to a more market-based economy. However, the country's large and partly insulated domestic economy has inoculated it to some degree against contagion from its less fortunate neighbors. Having weathered the storm so far, China can learn lessons from other countries that have experienced difficulties and, hence, mitigate against the risk of a crisis. The major policy issue for China is how to respond to near-term growth pressures in ways that reinforce structural reform and economic development. Policymakers have to focus on pro-growth reforms that support the development of the labor-absorbing service sector. Also, enterprise restructuring and corporate governance strengthening must remain high priorities. Finally, China needs to support structural measures that increase household demand by raising rural incomes and supporting safety net programs.
