"China threat" has been one of hotly debated topics since the early 1990s, and this book is an effort to test the China threat thesis. The author argues that a test of the China threat thesis requires addressing two fundamental questions: whether China has the capabilities to challenge the international system and whether China has the motivations to do so. This book will offer a systematic study of China's foreign policy motivations by resorting to an image approach. The conclusion as to whether China is a status quo or a revisionist country will be reached by exploring how consideration of national interests and how China's perceptions of key characters of the U.S. affect China's foreign policy orientation. How can a developing, democratic and predominantly Muslim country like Indonesia manage its foreign relations, while facing a myriad of security concerns and dilemmas in the increasingly complex post-Cold War international politics, without compromising its national interests and sacrificing its independence? Approaching this problem from the vantage point of the Indonesian foreign policy elite, this book explores the elite's perceptions about other states and the manner in which these shape the decision-making process and determine policy outcomes. The combined qualitative and quantitative research strategy draws on a unique series of in-depth interviews with 45 members of the Indonesian foreign policy elite that included the country's (present and/or former) presidents, cabinet ministers, high-ranking military officers, and senior diplomats. Among all state actors, Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States during George W. Bush's presidency was seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced.

This absorbing study examines the change in American relations with China after 1949 from hostility to rapproachement, and to full normalization of the ties in 1979. Rosemary Foot goes on to examine the relationship after normalization, a period when the United States has come to view China as less of a challenge but still resistant to certain of the norms of the current international order. The book begins by examining US efforts to build, and then maintain an international and domestic consensus behind its China policy. It then looks at changing US perceptions of the capabilities of the Chinese state. It shows how American positions on Chinese representation at the UN and on the trade embargo were subtly eroded, not least by changes in US domestic public opinion. The author argues that previous explantions of American relations with China have dwelt too single-mindedly on ideas associated with the strategic triangle and that instead we need to embed our understanding of the evolution of American relations with China within a wider structure of relationships at the global and domestic level.
