What are the underlying causes of chronic poverty? Can ‘development beyond neoliberalism’ offer the strategies required to challenge such persistent forms of poverty, particularly through efforts to promote citizenship amongst poor people? Drawing on case-study evidence from Africa, Latin America and South Asia, the contributions critically examine different attempts to ‘govern’ chronic poverty via the promotion of particular forms and notions of citizenship, with a specific focus on the role of community-based approaches, social policy and social movements. Poverty is seen here as deriving from underlying patterns of uneven development, involving processes of capitalism and state formation that foster inequality-generating mechanisms and particularly disadvantaged social categories. Sceptics tend to deride the emphasis under current ‘inclusive’ forms of Liberalism on tackling poverty through the promotion of citizenship as inevitably depoliticising and disempowering for poor people, and our cases do suggest that citizenship-based strategies rarely alter the underlying basis of poverty. However, our evidence also offers some support to those optimists who suggest that progressive moves towards poverty reduction and citizenship formation have become more rather than less likely at the current juncture. The promotion of citizenship emerges here as a significant but incomplete effort to challenge poverty that persists over time. This book was published as a special issue of the Journal of Development Studies.

This book argues that American democracy is in crisis. The economic system is slowly subjecting Americans of nearly all income levels and backgrounds to enormous amounts of stress. The United States lacks the state capacity required to alleviate this stress, and politicians increasingly find that if they promise to solve economic problems, they are likely to disappoint voters. Instead, they encourage voters to blame each other. The crisis cannot be solved, the economy cannot be set right, and democracy cannot be saved. But American democracy cannot be killed, either. Americans can’t imagine any compelling alternative political systems. And so, American democracy continues on, in a deeply unsatisfying way. Americans invent ever-more elaborate coping mechanisms in a desperate bid to go on. But it becomes increasingly clear that the way is shut. The American political system was made by those who are dead, and the dead keep it.

Since the end of the Cold War, analysts of international politics have given much greater attention to issues of change. It has become increasingly clear to specialists from many fields that any understanding of large-scale political change must encompass far longer timescales than has been usual in the study of world politics, and must incorporate multi-disciplinary perspectives. This book evaluates and draws on relevant theoretical approaches from other disciplines such as sociology, economics, geography, history, anthropology and archaeology, as well as evolutionary theory and the mathematical study of complexity. Using an epistemological framework, Dark sets out a theory of long-term world political change: the theory of 'Macrodynamics'. This is then applied to historical, anthropological and archaeological data to explain the changing forms of political organization, from the earliest human societies to the late twentieth century. The resulting analysis is a reinterpretation of the processes of global political change in the past and present. This, in turn, opens new areas of enquiry in the study of international relations and has profound implications for how we understand the changing world of today.

While political analysis has commonly focused on the distributive problem of who gets what, many of the hardest choices facing modern societies are dilemmas of timing. If governments want to reduce public debt, slow climate change, or shore up pension systems, they must typically inflict immediate pain on citizens for gains that will only arrive over the long run. In Governing for the Long Term, Alan M. Jacobs investigates the conditions under which elected governments invest in long-term social benefits at short-term social cost. Jacobs contends that, along the path to adoption, investment-oriented policies must surmount three distinct hurdles to future-oriented state action: a problem of electoral risk, rooted in the scarcity of voter attention; a problem of prediction, deriving from the complexity of long-term policy effects; and a problem of institutional capacity, arising from interest groups' preferences for distributive gains over intertemporal bargains. Testing this argument through a four-country historical analysis of pension policymaking, the book illuminates crucial differences between the causal logics of distributive and intertemporal politics and makes a case for bringing trade-offs over time to the center of the study of policymaking.

There is a growing consensus concerning the forms of politics that are most likely to lead to successful forms of pro-poor policy, including the role of decentralisation and civil society, evidence-based policy and the opening of policy to the poor. This paper critically explores this consensus by examining the extent to which these forms of politics have underpinned actual examples of successful poverty reducing interventions. The focus here is on social protection policies, namely old age pension schemes in India, Lesotho, Namibia, and South Africa, vulnerable group assistance programmes in Bangladesh and Mozambique, and recent efforts to mainstream social protection within national development plans in Uganda and Zambia. This comparative case-study analysis reveals that the consensus bears little resemblance to the actual politics of what works in terms of implementing and sustaining policies for the poorest. A synthesis suggests the need to shift attention towards political rather than civil society, to issues of discourse and ideology rather than simply poverty data, and to a closer understanding of how political contracts for social protection might be supported and developed.
