Monique Hervo, militante du Service Civil International (ONG avant l'heure), quatre-vingt-quatre ans aujourd'hui, voulait exprimer son désaccord politique sur la question algérienne au début des années 1950. Etre une femme dans la France de l'époque, la contraint à agir en toute indépendance. Elle se rend au bidonville avec quelques amis afin d'apporter un soutien direct aux habitants de la Folie. Après quelques temps, elle est la seule de son groupe d'amis à revenir régulièrement. En 1959, elle finit par s'établir au bidonville de " La Folie " à Nanterre. Elle y vivra douze ans. Monique Hervo quitte le bidonville lors de sa destruction en 1971, quand les familles qui y vivaient sont relogées dans les nouvelles cités de transit. En plus du soutien qu'elle apportait aux adultes (démarches administratives, coopérative de matériaux, etc...), elle s'efforçait d'aider les enfants (devoirs, organisation de sorties ou de colonies). Certains des personnages choisis pour l'émission se souviennent bien de leur vie avec Monique. Durant ces douze années, Monique Hervo a accumulé des notes, des observations consignées quotidiennement et des photographies qui ont donné lieu à deux publications : Bidonvilles, l'enlisement et Chroniques du bidonville, ce dernier édité au Seuil et préfacé par François Maspero. A l'époque, les magnétophones portatifs à bandes apparaissent. Monique entend les premiers reportages de terrains à la radio. Le médium lui plait. Après s'être renseignée, elle fait l'acquisition d'un Uher 4 pistes et d'un microphone. Elle commence alors la captation d'ambiances, d'interviews au sein du bidonville. Nous découvrons aujourd'hui ces sons Monique Hervo a accepté de mettre à notre disposition ces documents sonores inédits ; des entretiens qu'elle enregistrait, elle dit : " Ces enregistrements contiennent des témoignages qui rendent compte de l'extrême précarité des gens à ce moment-là, (...) et dans lesquels on entend également les sons de la vie quotidienne dans les baraques du bidonville et les sons du dehors. " Les archives représentent environ 165 heures d'écoute. Elles sont constituées d'entretiens individuels, en français, et de discussions entre plusieurs interlocuteurs simultanés (enfants/adultes) où l'on entend de l'arabe, parlé par les parents et traduit par l'enfant de la famille. Tous ces enregistrements ont été réalisés entre 1965 et 1967. Ils regroupent 600 personnes. On y entend individuellement des hommes, des femmes, des enfants. Les enregistrements tardifs de 1967 représentent 70 heures, 88 personnes interrogées (34 pères de familles, 26 mères, 16 enfants, 5 adolescents, 2 jeunes adultes non mariés et 5 cousins dits " célibataires").

Why are relations between minorities and the police in France so fraught? Stripping away the myth that this tension is a sudden and recent disruption of its universalist republican tradition brought on by the presence of North African immigrants, Amit Prakash locates the origins of contemporary conflicts in race and empire in France's history. In Empire on the Seine, Prakash argues that the métropole and the colony dynamically co-developed a policing regime over the course of the nineteenth and twentieth centuries to manage colonial and racial difference. With the North African community emerging as a sizable and durable presence in Paris after World War I, this policing became a key state practice in imagining and administering the immigrant population. Prakash shows that despite the French state's current reluctance to use race as an official category, racial thought and racial targets animated police services, social services, and urban planning schemes from the 1920s until the 1970s. Using police archival records, reports from colonial officials, urban planning and housing studies, and the records of French social workers and immigrant associations, Prakash shows that colonial racism was integrated into the policing of Paris and that architecture, urbanism, and social housing assumed police functions for colonial and postcolonial migrants. In light of this history, contemporary social and racial segregation, periodic protests and rioting against police violence, and the aggressive posture of the Parisian police emerge as the material traces of French colonialism in the métropole. The city of Paris was the capital of an empire and its imperial shadows are long.

The massacre of Algerian demonstrators by the Paris police on the night of 17 October 1961 is one of the most contested events in contemporary French history. This book provides a multi-layered investigation of the repression through a critical examination of newly opened archives, oral sources, the press and contemporary political movements and debates. The roots of violence are traced back to counter-insurgency techniques developed by the French military in North Africa and introduced into Paris to crush the independence movement among Algerian migrant workers. The study shows how and why this event was rapidly expunged from public visibility in France, but was kept alive by immigrant and militant minorities, to resurface in a dramatic form after the 1980s. Through this case-study the authors explore both the dynamics of state terror as well as the complex memorial processes by which these events continue to inform and shape post-colonial society.
