The late Middle Ages witnessed the transformation of the county of Holland from a peripheral agrarian region to a highly commercialised and urbanised one. This book examines how the organisation of commodity markets contributed to this remarkable development. Comparing Holland to England and Flanders, the book shows that Holland’s specific history of reclamation and settlement had given rise to a favourable balance of powers between state, nobility, towns and rural communities that reduced opportunities for rent-seeking and favoured the rise of efficient markets. This allowed burghers, peasants and fishermen to take full advantage of new opportunities presented by changing economic and ecological circumstances in the late fourteenth and early fifteenth centuries.

'Als het gewelt comt, soo is het recht uyt', zei een Alkmaarse burgemeester tegen protesterende sluiswachters toen hij in gezelschap van gewapende lieden een sluis in de dijk langs de noordzijde van het IJ liet opendraaien. De lage waterstand dreigde de handelsvaart op Alkmaar te blokkeren. De burgemeester greep in zonder te overleggen met het verantwoordelijke hoogheemraadschap. Deze actie van het Alkmaarse stadbestuur in 1648 is bepaald niet uitzonderlijk. De geschiedenis van de binnenlandse handel van het preïndustriële Holland wordt juist gekenmerkt door een eindeloze serie van moeilijkheden en spanningen in allerlei gradaties. In de nijverheid was het niet anders. Ondanks het grote aantal conflicten en de heftigheid waarmee de tegenstellingen soms werden uitgevochten, hebben zij lange tijd nauwelijks aandacht van historici getrokken. De laatste jaren lijkt er echter sprake te zijn van een herwaardering van de betekenis van dit soort politieke kwesties in de verklaring van economisch-historische processen. Hierbij aansluitend beschrijft en verklaart Diederik Aten de spanningen in de binnenlandse handel en industrie in het gebied benoorden het IJ, het zogenaamde Noorderkwartier van Holland. Bij het streven hun positie als schakel in het Amsterdamse handelsnetwerk te versterken, kwamen de steden zowel in conflict met elkaar als met het platteland. Iedere stad probeerde zijn verkeersverbindingen met Amsterdam veilig te stellen. De concurrentie van het platteland probeerden de steden zowel individueel als gezamelijk uit te schakelen. Vanaf eind zestiende eeuw legden de Staten van Holland de dorpsneringen allerlei beperkingen op als onderdeel van de belastingwetgeving. Dat deze maatregelen minder effect hadden dan op grond van de toegenomen stedelijke macht aangenomen zou mogen worden, hing samen met de economische en politieke ontwikkelingen in de zeventiende eeuw.
