At a time when secular liberalism is in crisis and when the civic contribution of religion is being re-assessed, the rich tradition of Christian political theology demands renewed attention. This book, based on the 2001 Bampton Lectures, explores the relationship of the church both to the state and civil institutions. Arguing that theological approaches to the state were often situated within the context of Christendom and are therefore outmoded, the author claims that a more differentiated approach can be developed by attention to the concept of civil society. The book offers a critical assessment of the effect of the First Amendment in the USA and, in a concluding chapter, it defends the case for continuing disestablishment in England and Scotland.

The thesis demonstrates how the Church in Zambia, as an ecumenical network, has been operative in state and civil society affairs since 1964. Drawing from Avery Dulle's framework of models of the Church, the thesis identifies the Catholic communion model as best representing how the Chruch in Zambia has been engaging the state and civil society. However, communion ecclesiology in Zambia and in sub-Saharan Africa is still inward looking and triumphalistic because it has the numbers, and this has become the basis, in some circles, for arguing the Church's role in the public sphere. The triumphal character of Christian witness in Zambia has reached its peak with the country being declared a "Christian Nation." Consequently, the triumphant character of Christians has contributed to the blurring of lines between the role of the Church and that of the state. In addition, the Church has been engaging the public sphere from the position of being a standard-bearer of morality and judge of society. Such an attitude limits the full potential of the much needed collaboration across church, state and civil society. Given the aforementioned status quo, the thesis then argues that the ecumenical Church in 21st century Zambia, and by extension the Church in sub-Saharan Afirca, is now in need of an emphasis on the servant model of being church. The thesis then employs theology and the social sciences to draw conclusions on best practices for continued collaboration across church, state and civil society.
