This book investigates theoretically and empirically whether and (if so) how state weakness influences the way in which national civil societies constitute themselves, using Bangladesh and the Philippines as case studies. A vibrant civil society is usually perceived as an important ingredient of democracy, but does this hold for civil society in weak states as well? What does civil society look like in contexts of state weakness? How much and what kind of political influence does it have in such settings? And are its actors really capable and willing to contribute to democracy in states where independent and legal bureaucratic institutions are weak? Addressing each of these questions, the author points the way to some hard re-thinking about the basis for and approach to development assistance to and via local civil society, with crucial repercussions for the ways in which international development assistance is designed and funded. This book examines the efforts of one particular civil society organization, the human rights ministry of a Catholic parish located in the Kibera slum in Nairobi, to determine the extent to which it was able to promote democracy, human rights and the rule of law. It concludes from an analysis of the social, economic and political environment of Kibera as well as church structures, that parishioners demonstrated an observable improvement in their democratic values and behavior at a localized level, but they did not increase their involvement in advocacy and lobbying efforts. Parishioners were inhibited from holding government officials to account for their abuse of power primarily due to fears of retaliation; other factors such as apathy, ethnic divisions, limited resources and restrictive church protocols further curtailed their actions. The findings of this book are important for scholars and students active in the fields of political science, African Christianity, development studies, international law and human rights. This book is also an important resource for practitioners who are addressing the social, legal, political challenges facing the urban poor in Africa.

Drawing on qualitative and quantitative research, this book provides a path-breaking account of civil society in the Philippines. It challenges the widespread belief in political science and development studies literature that civil society in developing countries is an institutional arena in which the poor can challenge and reverse their social, economic and political marginalization. The book goes on to argue that Philippine civil society is a captive of organised elite interests and anti-developmental in its impacts, helping elites to oppose the initiatives of reform-minded governments and to protect their interests. In contrast to literature suggesting that the character of civil society is a function of regime type and hence evolves in a path-dependent manner, the book explores the history of Philippine civil society between 1571 and 2010, and suggests that civil society is primarily a function of the evolving political economy of a country and the resulting social structure. It argues that civil society in nascent democracies such as the Philippines develops in a distinctly non-linear manner, largely independently of regime type or regime development. As a result, it argues, democratization in low income countries does not lead inevitably to broader participation and empowerment through civil society expansion, as many academics, activists and donor representatives suggest. The book is of interest to students and scholars of Southeast Asian history and politics, as well as those interested in the study of Non-Governmental Organizations (NGOs) and social movements, and in the statistical capture of civil society.
