Este livro chama a atenção para a democracia cibercultural, cuja “velocidade é o suave estupro do ser pela técnica alçada a fator apolítico aparentemente inofensivo. Trata-se de um regime invisível, articulado pelo uso diuturno das tecnologias digitais e interativas no espaço da produção e de lazer”; (TRIVINHO, 2007). Essas tecnologias e seus modos de utilização regram um mundo marcado pela lógica da velocidade. Nesse sistema, que vivemos sem ter muita consciêcia do que se passa, ser veloz, portanto, dromoapto, é uma condição imperativa para se alcançar resultados que são apreciáveis pelo mundo ordenado. Seguindo Virilio e Trivinho, Aparecida Zuin aborda o cidadão pixel-glocal e o desafio do Direito na era da liberdade de expressão, com referêcia à consciêcia democrática e à consciêcia dromocrática. Sobre a inclusão digital como forma de renovação da participação política na sociedade brasileira, Gois apresenta a base moral do processo de fornecer razão comum às diversas concepções de democracia. Buscando em Gutmann e Thompson (2004), destaca que as pessoas devem ser tratadas não como meros objetos das leis ou como sujeitos passivos da governação, mas como agentes autônomos que participam diretamente ou por meio dos seus representantes no governo da Sua própria sociedade. Em Lévy (1996) lembra como as redes de computadores, por exemplo, modificaram nossa relação com o mundo, e em particular nossas relações com o espaço e o tempo, de modo que se torna impossível decidir se eles transformaram o mundo humano ou nossa maneira de percebê-lo. Gustavo aponta a necessidade da concretização do Direito Humano Fundamental de participação na Administração Pública. “Para ser mais claro, os direitos do homem possuem um conteúdo bastante semelhante ao direito natural. Não seriam propriamente direitos, mas algo que surge antes deles e como fundamentos deles. Eles (os direitos do homem) são a matéria-prima dos direitos fundamentais, ou melhor, os direitos fundamentais são os direitos do homem positivados”; (MARMELSTEIN, 2014). Nessa seara traz como o vínculo da Ouvidoria pública com a democracia é ontológico. Ela se constitui como espaço e forma de exercício de controle da sociedade, ou, se preferir, da cidadania, em relação à res-publica, vale dizer, a todas as instituições republicanas.

Landmarks in the History of Science is a concise history of science from a global and macro-historical standpoint.
