Brazil’s democracy has frequently been described as unconsolidated, its citizens as apathetic and uninterested in politics. But in Porto Alegre, a host city to the World Social Forum, thousands of ordinary citizens participate in local governance, making binding decisions on urban policy on a daily basis. While there has been immense attention paid to the practice of participatory democracy in Porto Alegre, this is the first book to examine the politics, culture, and day-to-day activities of its citizens. Drawing on the rich tradition of urban ethnography and political theory, the book argues that Porto Alegre’s importance may lie not just with its effective governance, but with its new political logic, namely a greater access to government functions and government officials for traditionally disenfranchised citizens. In an age characterized by seemingly strong voter apathy, this study has global implications. The author shows that in the discussions on the failings of democracy in industrialized countries like the United States, most people may be missing what is central to civic engagement--unimpeded access to government.

É neste jogo de questionamento dos antagonismos existentes entre a teoria e a prática, a formalidade e a informalidade, a liberdade e a razão, a práxis e a técnica, que se descobre a necessidade de se tematizar os direitos sociais, políticos, econômicos e culturais. 18 No Brasil, urge esta opção preferencial pelas minorias, na conquista de espaços maiores de afirmação e reconhecimento, em prol da igualdade substancial. Observa-se a existência de uma pluralidade de culturas e de que há a abertura de um universo múltiplo, complexo e heterogêneo, marcado pela diversidade e diferentes instâncias que formam a sociedade civil e política, que diminuem ou suprimem o papel do Estado enquanto agente instituidor social e fonte exclusiva do direito. De fato, o Estado historicamente não pode ser considerado como a única forma de organização social, uma vez que muitas sociedades viáveis viveram sem ele. As sociedades modernas, embora sejam estatais, ainda assim apenas parcialmente são vistas como estatizadas. Esta obra resgata os problemas envolvidos na relação entre o Multiculturalismo e o Pluralismo Jurídico, que não foram divulgados por razões históricas, culturais, econômicas e interesses das elites dominantes, em resumo, da estrutura societária e do perfil populacional. É um tema apaixonante, pois trata da construção de um novo paradigma em confronto com os modelos tradicionais e a dogmática jurídica, com suas hierarquias funcionais, autoritárias e tradicionais. Postula-se na presente obra a construção e a defesa de direitos de conteúdo emancipatório, marcado pelas lutas e reivindicações dos setores excluídos das camadas da população brasileira.

Brazil is a rapidly emerging country. Brazilian theology, namely the Theology of Liberation, has become well known in the 1970s and 1980s. The politically active Base Ecclesial Communities and the progressive posture of the Roman Catholic Church contrasted with a steadily growing number of evangelicals, mostly aligned with the military regime but attractive precisely to the poor. After democratic transition in the mid-1980s, the context changed considerably. Democracy, growing religious pluralism and mobility, a vibrant civil society, the political ascension of the Worker's Party and growing wealth, albeit within a continuously wide social gap, are some of the elements that show the need of a new approach to theology. It must be a theology that is both critical and constructive, resisting and cooperative, a theology that is able to give orientation to the churches, valuing and encouraging their contribution in society while avoiding attempts of imposition. The Churches and Democracy in Brazil, the fruit of years of interdisciplinary study of the Brazilian context and its main churches and theology, makes its case for an ecumenically articulated public theology. It seeks inspiration mainly in Luther and Lutheran theology, emphasizing human dignity, freedom, trust, the disposition to serve, and the ability to endure the ambiguities of reality, as well as a fresh interpretation of the doctrine of the two regiments. These are the fundamental elements of what makes human beings full members of the body politic: citizenship, their right to have rights and to be able to effectively live them, together with their corresponding duties, in a move of growing political participation conscious of their religious motivation in view of the commonweal.

The core argument of this book is that citizenship is produced and practiced through movements against injustice. These take the shape of struggles—by people at the grass-roots level and middle classes and their representing organisations and activists—for cultural recognition, social and economic justice, and popular representation. Such popular struggles in Indonesia have largely ended up engaging with the state through both discursive and non-discursive processes. While the state is a common focal point, these struggles are fragmented across different sectors and subject positions. Developing chains of solidarity among fragments of struggles is highly important, yet attempts at bridging fragmentation leave much to be desired. The character and fragmentation of popular struggles reflects the diversity of injustices and subject positions in society, but is also shaped by political dynamics. The struggle for citizenship and the historical development of democracy in Indonesia are closely interwoven. The inability to bridge fragmentation among citizenship struggles mimics pro-democracy movements' lack of capacity in building broader alliances. Likewise, these movements' tendency toward elitism and habit of penetrating the State also characterise current struggles for citizenship. In this situation of multiple injustices, collectivities and mobilisations, it could be argued that democratic representation and politics is the foremost arena for integrating and transforming antagonistic relations within fragmented popular struggles. However, this requires a democracy that not only has sovereign control over public affairs, but also contains robust channels and organisations for political representation. In Indonesia, it is found that formal democracy is underperforming in this respect. It is thus a foremost concern to transform democracy itself, also as a means for transforming structures of injustice in society. The development of transformative agendas, organisations, and strategies remains a continued need and challenge for the realisation of citizenship in contemporary Indonesia.

As Brazil and other countries in Latin America turned away from their authoritarian past and began the transition to democracy in the 1980s and 1990s, interest in developing new institutions to bring the benefits of democracy to the citizens in the lower socioeconomic strata intensified, and a number of experiments were undertaken. Perhaps the one receiving the most attention has been Participatory Budgeting (PB), first launched in the southern Brazilian city of Porto Alegre in 1989 by a coalition of civil society activists and Workers&’ Party officials. PB quickly spread to more than 250 other municipalities in the country, and it has since been adopted in more than twenty countries worldwide. Most of the scholarly literature has focused on the successful case of Porto Alegre and has neglected to analyze how it fared elsewhere. In this first rigorous comparative study of the phenomenon, Brian Wampler draws evidence from eight municipalities in Brazil to show the varying degrees of success and failure PB has experienced. He identifies why some PB programs have done better than others in achieving the twin goals of ensuring governmental accountability and empowering citizenship rights for the poor residents of these cities in the quest for greater social justice and a well-functioning democracy. Conducting extensive interviews, applying a survey to 650 PB delegates, doing detailed analysis of budgets, and engaging in participant observation, Wampler finds that the three most important factors explaining the variation are the incentives for mayoral administrations to delegate authority, the way civil society organizations and citizens respond to the new institutions, and the particular rule structure that is used to delegate authority to citizens.
