This book is based on empirical research in Sri Lanka conducted after the catastrophic tsunami which hit the country in December 2004. The aims of the research have been to develop new knowledge on post-crisis reconstruction and recovery work, on how to bridge the knowledge gap between researchers and practitioners, as well as trying to use past research experiences from Sri Lanka to learn about the present day situation. The chapters use a common analytical frame related to the ‘policy narratives’ of post-tsunami recovery in the shadow of war, and deal with housing reconstruction, livelihoods, internally displaced, humanitarian interventions and protracted conflicts. The authors represent various social scientific fields and they have experience from different geographical areas of Sri Lanka. As in the cascading of water, violence and nonviolence can cascade down from commanding heights of power (as in waterfalls), up from powerless peripheries, and can undulate to spread horizontally (flowing from one space to another). As with containing water, conflict cannot be contained without asking crucial questions about which variables might cause it to cascade from the top-down, bottom up and from the middle-out. The book shows how violence cascades from state to state. Empirical research has shown that nations with a neighbor at war are more likely to have a civil war themselves (Sambanis 2001). More importantly in the analysis of this book, war cascades from hot spot to hot spot within and between states (Autesserre 2010, 2014). The key to understanding cascades of hot spots is in the interaction between local and macro cleavages and alliances (Kalyvas 2006). The analysis exposes the folly of asking single-level policy questions like do the benefits and costs of a regime change in Iraq justify an invasion? We must also ask what other violence might cascade from an invasion of Iraq? The cascades concept is widespread in the physical and biological sciences with cascades in geology, particle physics and the globalization of contagion. The past two decades has seen prominent and powerful applications of the cascades idea to the social sciences (Sunstein 1997; Gladwell 2000; Sikkink 2011). In his discussion of ethnic violence, James Rosenau (1990) stressed that the image of turbulence developed by mathematicians and physicists could provide an important basis for understanding the idea of bifurcation and related ideas of complexity, chaos, and turbulence in complex systems. He classified the bifurcated systems in contemporary world politics as the multicentric system and the statecentric system. Each of these affects the others in multiple ways, at multiple levels, and in ways that make events enormously hard to predict (Rosenau 1990, 2006). He replaced the idea of events with cascades to describe the event structures that 'gather momentum, stall, reverse course, and resume anew as their repercussions spread among whole systems and subsystems' (1990: 299). Through a detailed analysis of case studies in South Asia, that built on John Braithwaite's twenty-five year project Peacebuilding Compared, and coding of conflicts in different parts of the globe, we expand Rosenau's concept of global turbulence and images of cascades. In the cascades of violence in South Asia, we demonstrate how micro-events such as localized riots, land-grabbing, pervasive militarization and attempts to assassinate political leaders are linked to large scale macro-events of global politics. We argue in order to prevent future conflicts there is a need to understand the relationships between history, structures and agency; interest, values and politics; global and local factors and alliances.

Migrant women across Asia disproportionately work in precarious, insecure, and informal employment sectors that are subject to few regulations, pay low wages, and expose women to harm, of which domestic work is among the most prevalent. This book uses the cases of the Philippines and Sri Lanka to develop a comprehensive, intersectional, rights-based approach to better protect women migrant domestic workers against exploitation. As accounts of exploitation, gender-based violence, torture, and death among migrant domestic workers increase, the recognition and defence of their human and labour rights is an urgent necessity. The Philippines and Sri Lanka are two of the leading labour-sending states of women domestic workers in Asia, and their economies have become increasingly dependent on the remittances they send back home. Drawing on extensive original research this book argues that these two sending states are guilty of structural violence by sustaining a network of institutions, policies and practices, which serve to systematically disadvantage and discriminate against women migrant domestic workers. The research covers the entire migration process, from pre-departure, through to overseas employment, followed by return and reintegration. This book’s innovative application of structural violence theory as a way to investigate the role of state institutions in labour-sending countries in the Global South will be of interest to researchers from across the fields of migration studies, gender studies, human rights law, and Asian Studies.

The New Zealand Resettlement Storybook is an introductory narrative to encourage relationship building between resettled people and New Zealand society. The stories in this book recall the lived experiences of individuals from a forced migrant background, i.e., those who were forced, because of civil war and persecution, to leave their country of origin without having the choice to immigrate. These narratives are human stories of hope and resilience that give different voices and space to tell their life stories beyond settlement. This is a sequel to the book “Beyond Refuge: Stories of Resettlement in Auckland”, published in 2016 and second print in 2021. This book has been compiled by the author for the Aotearoa Resettled Community Coalition (ARCC) as a part of his strategic leadership role to engage and connect with wider stakeholders, including service providers, policymakers, the media, and educational institutions, politicians, and the public. The book serves as a guide, resource, and tool to equip the audiences with resettlement knowledge. These narratives bring a greater understanding of the journeys toward smooth settlement and positive integration at local, regional, and national levels. The book captures ethnic diverse background voices that foster sustainability and help maintain the storyteller's own cultural identities. It creates an awareness that can lead to more positive settlement and integration outcomes for resettled people. New residents/Resettled people are not asking for a special privilege; they want to be treated like any other New Zealander and to be respected as human beings. In Sri Lanka, staggering numbers of young men were killed fighting in the armed forces against Tamil separatists. The war became one of attrition—year after year waves of young foot soldiers were sent to almost certain death in a war so bloody that the very names of the most famous battle scenes still fill people with horror. Alex Argenti-Pillen describes the social fabric of a rural community that has become a breeding ground and reservoir of soldiers for the Sri Lankan nation-state, arguing that this reservoir has been created on the basis of a culture of poverty and terror. Focusing on the involvement of the pseudonymous village of Udahenagama in the atrocities of the civil war of the late 1980s and the interethnic war against the Tamil guerrillas, Masking Terror describes the response of women in the rural slums of southern Sri Lanka to the further spread of violence. To reconstruct the violent backgrounds of these soldiers, she presents the stories of their mothers, sisters, wives, and grandmothers, providing a perspective on the conflict between Sinhalese and Tamil populations not found elsewhere. In addition to interpreting the impact of high levels of violence on a small community, Argenti-Pillen questions the effects of trauma counseling services brought by the international humanitarian community into war-torn non-Western cultural contexts. Her study shows how Euro-American methods for dealing with traumatized survivors poses a threat to the culture-specific methods local women use to contain violence. Masking Terror provides a sobering introduction to the difficulties and methodological problems field researchers, social scientists, human rights activists, and mental health workers face in working with victims and perpetrators of ethnic and political violence and large-scale civil war.
