Since the adoption of the World Heritage Convention in 1972, the notion that cultural and natural heritage need to be protected and properly utilized has gained popularity. Over time, however, such utilization concepts were less focused on ideas of sustainability and became increasingly influenced by commercial interests. For the first time, this publication attempts to elaborate the development of the World Heritage Convention, the Convention itself in its different facets and how it evolved into one of the most important UNESCO instruments for the protection of cultural and natural heritage. It will be shown that the protection and utilization of heritage is a highly complex political, participatory and interdisciplinary process. Every site that is inscribed on the World Heritage List (WHL) must have a management plan or some other management system. According to the UNESCO Operational Guidelines, the purpose of a management plan is to ensure the effective protection of the nominated property for present and future generations. This requirement was in part necessitated by the need to implement real systems of monitoring on the management of World Heritage Sites. Since its implementation in 2005, discussion on the function and the contents of management plans for World Heritage Sites has grown tremendously. The discussions have mainly been focused on the theoretical frameworks of World Heritage site management plans and proposals of practical guidelines for their implementation. This volume provides a platform for heritage practitioners, especially those working at Cultural World Heritage Sites, to put in writing their experiences and impressions about the implementation of site management plans at properties that are inscribed on the WHL. Cultural World Heritage Sites in this case refer to world heritage properties such as archaeological sites, cultural landscapes, religious sites and architectural structures. The book also seeks to examine the extent to which site management plans have been or are being implemented at Cultural World Heritage Sites.

Almost fifty years have passed since the adoption of the Convention Concerning the Protection of the World Cultural and Natural Heritage (the UNESCO World Heritage Convention). With its 194 States Parties, it is the most widely ratified convention within the family of UNESCO treaties on the protection of cultural heritage. The success of this Convention and its almost universal acceptance by the international community of states is due to the great appeal that recognising certain properties as “world heritage” has for national governments. Since the publication of the first Commentary, new problems have arisen in the management of world heritage sites. It has become increasingly difficult to properly monitor the conservation of the ever-growing mass of sites inscribed in the World Heritage List, and to resolve disputes over the formal designation of contested world heritage properties - a problem that has led to the withdrawal of the United States and Israel from UNESCO. New frontiers are now being explored for the expansion of the world heritage idea over marine areas beyond national jurisdiction, and the monopoly of the State in the identification, delineation, and presentation of world heritage properties is being increasingly challenged in the name of indigenous peoples' rights and by local communities claiming ownership over contested cultural sites. At the same time, the regime of world heritage protection has infiltrated other areas of international law, especially international economic law, investment arbitration, and the area of international criminal law. This second edition critically examines the World Heritage Convention against this dynamic evolution of international heritage law to help academics, lawyers, diplomats, and officials interpret and apply the norms of the Convention after half a century of uninterrupted implementing practice by State Parties and Treaty Bodies.

Hadrian’s Wall was inscribed as a World Heritage Site (WHS) in 1987 and, with the German Limes, became one of the first two parts of the transnational ‘Frontiers of the Roman Empire’ (FRE) WHS in 2005. The World Heritage Site of Hadrian's Wall is unusual, although not unique, among World Heritage sites in its scale and linear nature: stretching from Ravenglass on the west coast of England to Newcastle upon Tyne on the east coast - over 150 miles. Along its length it passes through two major urban centres and a variety of rural landscapes and its remains vary from substantial upstanding architectural features to invisible below ground archaeology. Traditionally many of the constituent parts of Hadrian's Wall, forts etc, have been managed as separate entities by different State and private organisations. These and other issues make it an extremely complex WHS to manage. This book not only chronicles the past management of the Wall but also looks towards the future as more countries aspire to have their Roman frontiers added to the FRE. The experience gained over the last two decades illustrates developments in the management of large scale complex heritage sites that will be of value as a detailed case study to those involved in (and affected by) heritage management, as well as academics, and students. Many of the issues raised will find resonance in those faced by many other large (World) heritage sites.
