Drawing on fundamental ideas about the relationship of citizens to the public sphere, Richard C Box presents a model of `citizen governance'. Recognizing the challenges in the community governance setting, he advocates rethinking the structure of local government and the roles of citizens, elected officials and public professionals in the twenty-first century. His model shifts a large part of the responsibility for local public policy from the professional and the elected official to the citizen. Citizens take part directly in creating and implementing policy, elected officials coordinate the policy process, and public professionnals facilitate citizen discourse, offering the knowledge of public practice needed for successful `citizen gover

Citizens And The New Governance written by Luc Rouban and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 1999 with Political Science categories.

This volume addresses the relationship of citizenship and public management in Europe. After 15 years of state reform, it is time for an overall discussion of the theoretical and empirical impact and limits of New Public Management, as one of the latest reorientations in public administration, on the practice of citizenship. It points out the tension between a focus on improvement of state bureaucracies, on the one hand, and the involvement of citizens in the co-production of policies on the other. It also points to a fundamental change that is taking place: the imortance of state apparatuses for the development and sustainability of viable societies is being de-emphasized and special attention to "governance" is now taking over the central place, that for so long has been occupied by attention to "government". Through the eco-production of public policies by citizens and public authorities working together, a new civil society is emerging. The book highlights the fact that the re-invention of the citizen is of crucial importance to public administration practice, as well as to the various public administration disciplines in Europe.

This volume compiles a dozen essays, by one of the most prolific proponents of co-production as a solution for many of the challenges facing public services and democratic governance at the outset of the 21st Century. Co-production is considered a partnership between citizens and public service providers that is essential for meeting a growing number of social challenges, since neither the government nor citizens can solve them on their own. These challenges include, among other things, improving the efficiency and effectiveness of public services in times of financial strain; increasing the legitimacy of the public sector after decades of questioning its ability with the spread of New Public Management; promoting social integration and cultural pluralism in increasingly diverse societies when millions of refugees and immigrants are on the move; tackling the threat of burgeoning populism following the rise of anti-immigrant and anti-global parties in many countries in recent years; and finally, finding viable solutions for meeting the growing needs of aging populations in many parts of the world. This volume addresses issues related to the successful development and implementation of a policy shift toward greater citizen participation in the design and delivery of the services they depend on in their daily lives and greater citizen involvement in resolving these tenacious problems, facilitated by the active support of governments across the globe. Moreover, it explores participatory public service management that empowers the front-line staff providing public services. Together with users/citizens they can insure the democratic governance of public service provision.

The use of information and communication technologies to support public administrations, governments and decision makers has been recorded for more than 20 years and dubbed e-Government. Moving towards open governance roadmaps worldwide, electronic participation and citizen engagement stand out as a new domain, important both for decision makers and citizens; and over the last decade, there have been a variety of related pilot projects and innovative approaches. With contributions from leading researchers, Charalabidis and Koussouris provide the latest research findings such as theoretical foundations, principles, methodologies, architectures, technical frameworks, cases and lessons learnt within the domain of open, collaborative governance and online citizen engagement. The book is divided into three sections: Section one, “Public Policy Debate Foundations,” lays the foundations regarding processes and methods for scoping, planning, evaluating and transforming citizen engagement. The second section, “Information and Communication Technologies for Citizen Participation,” details practical approaches to designing and creating collaborative governance infrastructures and citizen participation for businesses and administrations. Lastly, the third section on “Future Research Directions of Open, Collaborative ICT-enabled Governance” provides a constructive critique of the developments in the past and presents prospects regarding future challenges and research directions. The book is mainly written for academic researchers and graduate students working in the computer, social, political and management sciences. Its audience includes researchers and practitioners in e-Governance, public administration officials, policy and decision makers at the local, national and international level engaged in the design and creation of policies and services, and ICT professionals engaged in e-Governance and policy modelling projects and solutions.

On one day in 2009, in thirty-eight countries around the world, 4,000 ordinary citizens gathered to discuss the future of climate policy. This project, 'WWViews', was the first-ever global democratic deliberation – an attempt to enable ordinary people to reach informed decisions on and impact the global policy process. This book – which analyzes the experiences and lessons from this ground-breaking event – marks the beginning of a new kind of democratic politics, providing practical lessons on how to increase the impact of global deliberation projects within the media and on official policy processes. The authors explore important themes for participatory approaches from the local to the global: the role of deliberation within global governance methodology and practice participant selection; policy impacts engaging the media how policy culture affects deliberation uptake capacity building and knowledge transfer process evaluation content and argumentation analysis gender, race and class aspects. The global aims of the 'WWViews project', along with the opportunity to evaluate the same process in different national and cultural contexts, makes this a hugely valuable and informative study for all those interested in democratic deliberation and environmental governance from the small to the international scale.

Citizen Participation In Non Profit Governance written by Sondra Z. Koff and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-09-08 with Political Science categories.

Nonprofit organizations, their governing structures, boards of directors, and their newest constituency, members who represent the public at large, are the subject of this book. In recent years, new mechanisms have been developed to link citizens with government and with diverse policy-making entities. Earlier, it was assumed that citizens had little interest in policy deliberations, and responsibility for public needs was best left to the experts. Many citizens now believe that they have a legitimate right to infl uence how power is exercised in public organizations. Koff constructs a demographic profi le of public members, their activities, and their opinions about board membership. She also catalogues the perspectives of executive directors about public members, identifi es specifi c problems related to public participation, and suggests strategies to help resolve them. How effectively these bodies perform, and how well they respond to the public, are in part determined by the talents and activities of their members. All of these members, especially public members, need appropriate tools to be able to perform in a superior fashion. Despite the importance of governing bodies to an organization's performance, there has been little examination of board members in general and specifi cally of public members. This is the first book-length study on the subject.
