This book explores the ways in which individuals and groups negotiate the meaning and rights associated with their citizenship or lack thereof within the context of diverse interpretations of "place." Place might be a specific location as in the place where a person is able to work, or live, or it may be more metaphorical, as in the spaces created to organize protest online. Place may even be defined by its absence or distance, as is the case with refugees and stateless individuals. Chapters in the first half of the book examine citizenship and place within the city. The second half examines citizenship and place beyond the city, beyond the nation, and in the case of statelessness, even beyond citizenship. The volume ends with a chapter that asserts that all citizenship is local. Citizenship, when examined from the ground up within the context of place, can capture conflicts and negotiations around belonging and rights that include those who are refugees, those who are stateless, and those whose very presence and demand for rights defy normative or state-driven definitions of who has the right to claim rights based on citizenship. This book seeks to help the reader push traditional boundaries and critically examine notions of citizenship in these spaces.

How did the American people come to develop a moral association with this land, such that their very experience of nationhood was rooted in, and their republican virtues depended upon, that land? And what is happening now as the exclusivity of that moral linkage between people and land becomes ever more attenuated? In Place and Belonging in America, David Jacobson addresses the evolving relationship between geography and citizenship in the United States since the nation's origins. Americans have commonly assumed that only a people rooted in a bounded territory could safeguard republican virtues. But, as Jacobson argues, in the contemporary world of transnational identities, multiple loyalties, and permeable borders, the notion of a singular territorial identity has lost its resonance. The United States has come to represent a diverse quilt of cultures with varying ties to the land. These developments have transformed the character of American politics to one in which the courts take a much larger role in mediating civic life. An expanding web of legal rights enables individuals and groups to pursue their own cultural and social ends, in contrast to the civic republican practice of an active citizenry legislating its collective life. In the first part of his sweeping study, Jacobson considers the origins of the uniquely American sense of place, exploring such components as the Puritans and their religious vision of the New World; the early Republic and agrarian virtue as extolled in the writings of Thomas Jefferson; the nationalization of place during the Civil War; and the creation of post-Civil War monuments and, later, the national park system. The second part of Place and Belonging in America concerns the contemporary United States and its more complex interactions between space and citizenship. Here Jacobson looks at the multicultural landscape as represented by the 1991 act of Congress that changed the name of the Custer Battlefield National Monument to Little Bighorn Battlefield National Monument and the subsequent construction of a memorial honoring the Indian participants in the battle; the Vietnam Veterans Memorial; and the U.S. Holocaust Memorial Museum. He also reflects upon changing patterns of immigration and settlement. At once far-reaching and detailed, Place and Belonging in America offers a though-provoking new perspective on the myriad, often spiritual connections between territoriality, national identity, and civic culture.

Locality, History, Memory: The Making of the Citizen in South Asia was born out of the need to interrogate the tropes through which place, history and memory underpin notions of citizenship in present Southasia. Time as both time present and time past is framed here in two settings: as privileging both place (material or ideological site) and space. The latter refers to religion, oppression, marginalization and/or dalitisation. Time transcends both site/location and actual physical boundaries. Locality or location is therefore envisioned in terms of both actual place as well as a gateway to a larger space, in terms of a situation where historical memory negotiates the increasingly complex present. Agency and contingency therefore assume a critical importance here. Citizenship, far from being a discrete entity, is found to be multidimensional: it refers to formal status and the legal status of nationality and citizenship authenticated in the passport, but it also refers to rights and privileges; identity and solidarity, religious beliefs and a sense of belonging. Moving away from the role of the state, which has been at the centre of all inquiries on citizenship, we ask here the following questions in Locality, History, Memory: How does our history enforce or dilute the notion of the citizen? How far does memory strengthen or weaken it? What role does features not normally associated with citizenship such as access to natural resources, or ritual, faith and religion play in reinforcing such a status? History in the end is written by the historian and it was easy to map the changing methodologies used by the historians to essay the past but this is becoming increasingly difficult now. Another twist is the shift to hypertext at a popular level echoing what the late E H Carr had once called 'bringing more and more people into history'. These so called alternative histories or people's histories are becoming more and more popular because of the point at which we are located in time. Moreover, devices afforded by the new media enable these alternative histories to have an immediacy that the conventional historical format lacked. The collapse of state control over the new media has led to the resurgence of many archaic voices unimaginable just a decade ago.
