En La evolución geográfica de la productividad y el empleo: Ideas para lograr un crecimiento inclusivo a través de una perspectiva territorial en América Latina y el Caribe se utiliza una perspectiva territorial para comprender las tasas de crecimiento económico persistentemente bajas de América Latina y el Caribe (ALC). Utilizando nuevos datos y métodos, se muestra que la desindustrialización, la distancia y las divisiones son factores interrelacionados que explican la paradoja de la productividad urbana en ALC, a saber: las ciudades densamente pobladas deberían estar entre las más productivas del mundo, pero no lo están. Las ciudades de ALC se han visto frenadas por la falta de dinamismo, la mala conectividad y las divisiones en barrios pobres y prósperos desconectados. A causa de la desindustrialización, el empleo urbano se ha desplazado, especialmente en las ciudades más grandes de la región, de las manufacturas a actividades no comercializables menos dinámicas y de baja productividad, como el comercio minorista y los servicios personales y de otra índole, que se benefician menos con la aglomeración, sobre todo en ciudades muy congestionadas. Si bien el empleo en el sector de los servicios comercializables urbanos ha aumentado, el alza ha sido lo suficientemente firme como para compensar la disminución del empleo en el sector manufacturero. Al mismo tiempo, los problemas de conectividad interurbana han menoscabado el desempeño de la red de ciudades de la región, dado que restringen el acceso a los mercados y la capacidad de las empresas para beneficiarse de la especialización reubicándose en ciudades más pequeñas. Dentro de las ciudades, la conectividad deficiente y la segregación del mercado laboral residencial han limitado los beneficios de la aglomeración a los vecindarios de los distritos comerciales centrales donde operan las empresas formales. La informalidad ha persistido en los barrios de bajos ingresos, cuyos habitantes enfrentan múltiples privaciones. En cambio, muchas zonas agrícolas y mineras se han beneficiado con la fuerte demanda de productos básicos por parte de China y otras economías de rápido crecimiento, particularmente durante la década dorada (2003-13), lo que llevó a una disminución de la desigualdad territorial en la mayoría de los países de la región. Se concluye que, para fomentar el crecimiento inclusivo, los países deben transformar más eficientemente la riqueza natural en capital humano, infraestructura e instituciones, y mejorar la competitividad de la economía urbana. En tal sentido, se esbozan los contornos de dicha strategia de desarrollo, identificando las prioridades en materia de políticas a nivel nacional, regional y local.

This book argues that urban outcomes are better understood as the result of the interactions between policies from distinct policy domains rather than from any single policy silo. In doing so, the book develops and applies the Policy Interactions Framework to the study of the mobility experience of workers in Greater Mexico City. Four empirical studies provide the reader with a comprehensive view of how urban policies can sometimes interact at cross-purposes to produce inequitable urban outcomes. The chapters analyze time and distance in the journey to work to quantify and map commuting inequalities, assess the shift in the spatial location of the demand for labor between 1999 and 2019, examine the default housing pathways available for workers, and evaluate the spatial distribution of public and common mobility resources. An outcome of applying the Policy Interactions Framework to the study of workers’ mobility is to put forward the choiceless mobility hypothesis: a process by which the interaction between the spatial location of the demand for labor, the housing pathways available for workers, and the political economy of public transport operates to produce geographies of low accessibility to jobs. The audience of this book consists of scholars and practitioners in the field of urban policy analysis, urban development, and urban political economy in the Global South.

This book explores how Latin America indicated an autonomous form of postcolonialism that was marked by the production of multiple conceptualisations of time. The analysis particularly focuses on iconic urban transformations in capital cities such as Buenos Aires, Mexico City, and Brasilia, diachronically, and investigates each case’s specific representations of past, present, and future. By exploring these three episodes, the book shows how Latin America’s postcolonialism involved specific spatial dynamics that were inherently working over global socio-political geographies resulting from the legacy of a “long” colonial imagination. The text is divided into two parts. The first part discusses some theoretical questions concerning the very conceptualization of Latin American space and the importance of exploring a genealogy of its urban geographies. The second part analyses the themes proposed through the discussion of the “materiality” of specific historical examples. The section delves into urban transformations in the aforementioned capital cities and focuses on how iconic material forms are able to encapsulate the main socio-political features defining each country’s post-colonial project. The book aims to depict a historical geography capable of describing how controversial relations between power and knowledge had materialised in the shapes of the urban environment and had iconically contributed to the multifaceted production of the global area known as Latin America. Forgotten Futures, Colonized Pasts traces the existence of a now largely forgotten history of inter-American alliance-making, transnational community formation, and intercultural collaboration between Mexican and Anglo American elites. This communion between elites was often based upon Mexican elites’ own acceptance and reestablishment of problematic socioeconomic, cultural, and ethno-racial hierarchies that placed them above other groups—the poor, working class, indigenous, or Afro-Mexicans, for example—within their own larger community of Greater Mexico. Using close readings of literary texts, such as novels, diaries, letters, newspapers, political essays, and travel narratives produced by nineteenth-century writers from Greater Mexico, Forgotten Futures, Colonized Pasts brings to light the forgotten imaginings of how elite Mexicans and Mexican Americans defined themselves and their relationship with Spain, Mexico, the United States, and Anglo America in the nineteenth century. These “lost” discourses—long ago written out of official national narratives and discarded as unrealized or impossible avenues for identity and nation formation—reveal the rifts, fractures, violence, and internal colonizations that are a foundational, but little recognized, part of the history and culture of Greater Mexico.
