El presente libro es resultado del proyecto de investigacin denominado: Evaluacin de la sustentabilidad en ciudades emergentes por medio de indicadores integrales. Dicho proyecto de investigacin forma parte de una iniciativa de la SEP para que los profesores de escuelas de educacin superior trabajen de forma activa en la investigacin en proyectos multidisciplinarios, formando lo que se denomina una red de investigacin. As fue como se integr la red de investigacin formada por cuatro grupos de investigadores que en el ambiente de la investigacin se denominan cuerpos acadmicos; dos de estos cuerpos acadmicos son de la Facultad de Ingeniera Arturo Narro Siller de la Universidad Autnoma de Tamaulipas y los otros dos son de la Universidad Autnoma del Estado de Mxico. En ese ambiente de colaboracin profesional y acadmica, se derivan las diferentes vertientes y enfoques de un proyecto de investigacin de mayor dimensin. El cuerpo acadmico Competitividad y Mercadotecnia de la Universidad Autnoma de Tamaulipas, tom entre sus manos algunas dimensiones de la Metodologa ICES del BID para poner su granito de arena en la consecucin de la meta conjunta. De esta forma en este ejemplar, se presentan los primeros resultados del cuerpo acadmico antes descrito, deseando puedan ser de utilidad a los interesados en las ciudades emergentes sustentables. This volume is part of a recently completed research project at the World Bank that reviewed the macroeconomic experience of 18 developing countries from the mid-1960s. The period encompassed two oil shocks, two world recessions, a sharp rise in world interest rates, the debt crisis, and changes in exchange rate regimes. In this context, Colombia provides an almost unparalleled example of steady long-term economic growth despite external shocks, political crises, civil strife, reliance on a single, dominant commodity (coffee), and the rising importance of illicit drugs in the economy. Courting Turmoil and Deferring Prosperity looks at how Colombia managed to avoid major prolonged economic crises against all odds. Its economy has confronted several external and internal shocks from the mid-1960s, mainly due to the country's reliance on exports of coffee, the price volatility of which can greatly affect the economy. The period also witnessed major policy changes, including a long-term shift from an essentially inward-oriented development strategy, based on industrialization through import substitution, to an outward-oriented, export-led strategy. The authors' analysis differs from most existing literature on the Colombian economy in two important ways: it evaluates policy responses to shocks in terms of their success in achieving short-run stabilization, as well as their impact on long-run growth; and it explores the intimate links between economic policies and the specific political and social ideologies, institutions, and structures in Colombia that have historically conditioned government policymaking. The report also highlights the role of prudent macroeconomic policies for crisis avoidance and analyzes the links between fiscal policy, trade policy, and exchange rates.

This book fills a gap in the literature on environmental sustainability by addressing the topic from the perspective of social and economic development. Progress in understanding and achieving sustainability requires the integration of scientific, social, economic, and legal issues. Yet progress in understanding and achieving sustainability will only be achieved through integration of scientific, social, economic, and legal aspects. A treatise on environmental sustainability should raise the current state of knowledge by proposing and recommending decision-making efforts and breaking new ground with agendas aimed for the younger generation. These younger scientists will be confronted with future uncertainty related to the set of crises that characterise the 21st Century (e.g. ecological, social, food, energy, environmental, climatic, financial, etc.). The challenge for most ecological systems is not only to establish the baseline for current ecosystem conditions, but also to explore options for recovery and sustainability. The latter involves ecological restoration where ecosystem and environmental services are maintained and enhanced. These services are essential to social integration and economic development. This book not only introduces a theoretical and conceptual framework for the topic, but also analyses the uncertainty for sustainability because of dwindling natural resources. It includes contributions providing a basis for public policies, case studies integrating concepts and tools for solutions, and a set of position papers addressing new agenda topics that will shape the 21st century. The book will be useful for researchers, professors and students alike, as well as for all stakeholders from social, economic and academic sectors.
