The 2008 Sichuan earthquake killed 87,000 people and left 5 million homeless. In response to the devastation, an unprecedented wave of volunteers and civic associations streamed into Sichuan to offer help. The Politics of Compassion examines how civically engaged citizens acted on the ground, how they understood the meaning of their actions, and how the political climate shaped their actions and understandings. Using extensive data from interviews, observations, and textual materials, Bin Xu shows that the large-scale civic engagement was not just a natural outpouring of compassion, but also a complex social process, both enabled and constrained by the authoritarian political context. While volunteers expressed their sympathy toward the affected people's suffering, many avoided explicitly talking about the causes of the suffering—particularly in the case of the collapse of thousands of schools. Xu shows that this silence and apathy is explained by a general inability to discuss politically sensitive issues while living in a repressive state. This book is a powerful account of how the widespread death and suffering caused by the earthquake illuminates the moral-political dilemma faced by Chinese citizens and provides a window into the world of civic engagement in contemporary China.

Chinese civil society groups have achieved iconic policy advocacy successes in the areas of environmental protection, women’s rights, poverty alleviation, and public health. This book examines why some groups are successful in policy advocacy within the authoritarian context, while others fail. A mechanism of cultural resonance is introduced as an innovative theoretical framework to systematically compare interactions between Chinese civil society and the government in different movements. It is argued that civil society advocacy results depend largely on whether advocators can achieve cultural resonance with policymakers and the mainstream public through their social performances. The effective performance is the one in which advocators employ symbols embraced by the audience (policymakers and the public) in their actions and framings. While many studies have tried to explain the phenomena of successful policy advocacy in China through institutional or organizational factors, this book not only contains extensive empirical data based on field research, but takes a cultural sociological turn to identify the meaning-making process behind advocacy actions. In recent years China has been remarkable in achieving extraordinary economic transformation, yet without fundamental political change. To many observers this would seem to imply a weakness in Chinese civil society. This is the first book-length study of the development of civility in Chinese societies. Although some social scientists and political philosophers have discussed civility, none has defined it as an analytical tool to systematically measure attitudes and behavior, and few have applied it to a non-Western society. By comparing the development of civility in mainland China and Taiwan, Civility and Its Development: The Experiences of China and Taiwan analyzes the social conditions needed for civility to become established in a society. Schak argues that the attempts to impose civility top-down from the state are ineffective. Civility appeared in Taiwan only after state efforts to impose it ceased at the end of the 1980s when Taiwan began to democratize, and the PRC government civility campaigns have so far had only limited success. The book concludes with an examination of various differences between Taiwan and the PRC relevant to Taiwan’s having become a society with civility while the PRC still encounters difficulties in doing so.
