This paper on the numerically controlled (NC) machine tool industry is part of a broader study conducted by the RAND Graduate School's Civil and Military Technology Workshop led by Dick Neu. The class efforts were directed towards analyzing the relationship between research and development (R & D) investment in the military and civilian sectors of the U.S. economy. That is, we addressed the topic of how military R & D investments might have a synergistic or spillover effect upon the civilian economy, or relatedly, how military investments might be used to overcome existing market failures in dual military/civilian industries. Additionally, we looked for evidence to suggest that military investments have had a negative impact on civilian technological development, by crowding out civil investments and raising the market prices of inputs. Each student wrote a substantial case study of an industry to evaluate the governments's role in its success or failure. Besides NC machine tools, the industries included airframes, parallel processing, the early development of computers, and semiconductors. (kr).

This book arises from a meeting held at Wiston House, Sussex, UK, in September 1987. The meeting brought together academic, governmental and industrial experts from eight countries to discuss the increasingly important sUbject of the relations between civil and defence technologies. It was primarily funded under the Advanced Research Workshops Programme of NATO's Scientific Affairs Division, and was the first science policy workshop funded by the Programme. Additional financial support came from the Leverhulme Trust. The choice of topic, of speakers and, finally, of papers to be published was entirely ours. The conclusions reached were our own and those of the partIcipants. They were not in any way guided by NATO; nor do they represent NATO policy. We speak for all the participants in offering our thanks to the NATO SCIentific Affairs Division, especially Secretary General Durand and Dr. Craig Sinclair, for rnei r- generosity and encouragement. This book examines the impact defense spending has on economic growth. While defense spending was not deliberately invented as a fiscal policy instrument, its importance in the composition of overall government spending and thus in determining employment is now easily recognized. In light of the collapse of the Soviet Union and the consequent reduction in the threat to the security of the United States, maintaining defense spending at the old level seems indefensible.
