Tiltrotor technology has been proven mature and technically feasible through well over 40 years of Government research and development, and three generations of tiltrotor aircraft. The Defense Department is moving forward with development of the MV-22 Osprey and should reach a full rate production decision in the near future. Despite a lucrative market for civil applications of tiltrotor technology, as of 1996, there has been no firm commitment to develop a civil tiltrotor (CTR). The purpose of this thesis was to examine whether Defense development and procurement of the MV-22 Osprey is a prerequisite to commercial development of a tiltrotor. This thesis focused on the barriers to introducing the CTR, and how Government efforts and the MV-22 have been influential in overcoming those barriers. There are two principal findings, first, tiltrotor technology has progressed to the point where CTR applications are dependent on the MV-22, only to the extent that without the benefit of MV-22 production, demonstration, and operational experience, the CTR's arrival will be significantly delayed. Second, technology is not the most critical consideration. The most critical barrier to successful fielding of a CTR, is a systems integration problem, primarily centered around the lack of a supporting infrastructure.

NASA has concluded from previous studies that the twin engine tiltrotor is the most economical and technologically viable rotorcraft for near-term civil applications. Twin engine civil rotorcraft must be able to hover safely on one engine in an emergency. This emergency power requirement generally results in engines 20 to 50 percent larger than needed for normal engine operation, negatively impacting aircraft economics. This study identifies several contingency power enhancement concepts, and quantifies their potential to reduce aircraft operating costs. Many unique concepts were examined, and the selected concepts are simple, reliable, and have a high potential for near term realization. These engine concepts allow extremely high turbine temperatures during emergency operation by providing cooling to the power turbine and augmenting cooling of both turbines and structural hardware. Direct operating cost are reduced 3 to percent, which could yield a 30 to 80 percent increase in operating profits. The study consists of the definition of an aircraft economics model and a baseline engine, and an engine concept screening study, and a preliminary definition of the selected concepts. The commercial passenger market for the civil tiltrotor was examined in phase 2. A market responsive commercial tiltrotor was found to be technically feasible, and a significant worldwide market potential was found to exist for such an aircraft, especially for relieving congestion in urban area-to-urban area service and for providing cost effective hub airport feeder service. Potential technical obstacles of community noise, vertiport area navigation, surveillance, and control, and the pilot/aircraft interface were determined to be surmountable. Nontechnical obstacles relating to national commitment and leadership and development of ground and air infrastructure were determined to be more difficult to resolve; an innovative public/private partnership is suggested to allow coordinated development of an initial commercial tiltrotor network to relieve congestion in the crowded US Northeast corridor by the year 2000.
