In Indonesia, logging and oil palm concessions attributed by the government have caused high rates of deforestation and forest degradation. Community land rights have been generally ignored, on the pretext of development needs and general interest. In reaction, a growing number of civil society organizations (CSOs) have addressed these environmental and social issues at the national level. With the introduction of the decentralization process following the fall of the dictator Suharto in 1998, land-use planning became relevant at the province and regency levels. The Kapuas Hulu regency in West Kalimantan revised its land-use plan in 2010. A variety of CSOs have tried to influence land-use planning (LUP) processes and community land-rights issues in Kapuas Hulu. Few international conservation NGOs have used soft lobbying approaches with the Kapuas Hulu Government. They contribute to the policy decision-making process and to field project implementation. At the same time, at the province scale, a large Indonesian CSO coalition challenged the government and criticized the lack of civil society participation and community land-rights recognition during the LUP process. Thus, CSOs play various roles in LUP and community-rights issues using different strategic approaches at different scales.

Despite carefully constructed conservation interventions, deforestation in Indonesia is not being stopped. This book identifies why large-scale international forest conservation has failed to reduce deforestation in Indonesia and considers why key stakeholders have not responded as expected to these conservation interventions. The book maps the history of deforestation in Indonesia in the context of global political economy, exploring the relationship between international trade, the interests and ideology behind global sustainability programmes and the failures of forest conservation in Indonesia. Understanding the socio-economic conditions, the drivers for land use change and economic development, along with cultural and social characteristics, is essential to ensure that land use decisions are made that ensure positive economic and social outcomes are optimised. The CoLUPSIA socio-economic team researched the conditions facing communities and individual households across four pilot areas, each area representing different socio-economic and environmental/ bio-physical conditions. Household, village, key interview surveys and focus group discussions, were completed for 876 households, 22 villages, equivalent to approximately 7.2% of the total number of households and 10% of villages in Kapuas Hulu Regency, West Kalimantan. The results highlight the challenges that face the communities and how these vary across the pilot sites. For example in Pilot 1 is located within the boundaries of two national parks, land is more restricted as communities face unclear boundaries, and Pilot 2 located to the east of Putussibau, the villagers are heavily dependent on natural resources, with relatively limited economic opportunities but gold mining which has environmental consequence and face a legality issues. In Pilot 3 and 4, exhibit case of communities are more dependent on diverse source of livelihoods such as rubber production, gold mining and paid employment. Oil palm plantations increasingly become an alternative employment as well as has potential negative impact to environment. The results of the socio-economic survey aim to provide a baseline that provides an understanding of the relationship between the communities in Kapuas Hulu regency and the natural resources use and non- use, coupled with the needs for economic development. The resulting challenges and opportunities are identified and can be used in the development of land use planning processes and where possibly in the development of Payment for Ecosystem Service (PES) schemes.

Key points In the absence of robust national or subnational policies for benefit sharing, land-use change initiatives in Indonesia have developed their own approaches to distributing benefits. At the local level, support and capacity building are needed to strengthen intermediary institutions in order to improve governance and increase legitimacy when deciding how to share benefits.Nonmonetary benefits such as land tenure, capacity building, infrastructure and access to natural resources have been especially important. However, in some cases there are nonmonetary burdens associated with intended benefits.The legitimacy of benefit-sharing arrangements is determined more by the actors involved than the type of land-use change associated with them. Conservation initiatives, REDD+ projects and oil palm initiatives all exhibited both high and low levels of legitimacy in their benefit-sharing arrangements.The legitimacy of benefit-sharing arrangements can be compromised by the lack of broad consultation with local actors including customary authorities, lack of community control over access to land snd limited livelihoods options for communities.

Governments use spatial planning as a public policy tool, in a “statutory system for regulating development and the use of land” (Jay 2010, 494). In practice, a spatial plan serves as a reference for development planning and infrastructure policy and for planning land uses. The value of spatial planning is that it enables governments to record the different land uses in an area, such as forest, industry or agriculture. Although much research has examined planning in developed countries, the connection between spatial planning and customary land tenure in developing countries is an emerging empirical field that merits greater research attention in development studies.
