Una posta di oltre centotrenta miliardi di euro all’anno: tanto vale il mercato italiano dei giochi d’azzardo, tra i più estesi e in crescita a livello mondiale. Il suo sviluppo è dovuto soprattutto alla progressiva espansione dell’offerta di giochi negli ultimi trent’anni, favorita da scelte politiche orientate a incrementare il prelievo fiscale a beneficio del bilancio dello Stato. Una liberalizzazione che ha inoltre prodotto ingenti profitti a vantaggio delle imprese concessionarie a cui è delegata la gestione del settore. Il mercato dell’azzardo genera rilevanti esternalità negative. Oltre ai problemi connessi al gioco patologico e quindi ai conseguenti costi sociosanitari da sostenere, emerge la sua vulnerabilità rispetto alla criminalità organizzata. Su questi aspetti critici si registra un dibattito pubblico e politico fortemente polarizzato, che assume spesso la forma di una contrapposizione tra proibizionisti e antiproibizionisti. In realtà, la questione della permeabilità criminale – proprio come quella relativa alla salute pubblica – solleva problemi riconducibili agli assetti istituzionali del comparto. Costruito a partire dai risultati di una vasta ricerca empirica, questo libro approfondisce i processi di regolazione del mercato dei giochi d’azzardo, analizzando in particolare il ruolo esercitato dalle mafie. L’indagine è basata su una duplice prospettiva: una orientata a capire come funziona concretamente il settore, ricostruendo le filiere di mercato e gli interessi economici in campo; l’altra focalizzata sulle strategie dei gruppi mafiosi, con riferimento sia al gioco su rete fisica sia al gioco online, in grande espansione negli ultimi anni. Rifuggendo da una prospettiva «mafiocentrica», incentrata cioè esclusivamente sull’attore criminale, lo studio mette in evidenza la porosità della dicotomia legale-illegale che sembra contraddistinguere il mercato dell’azzardo, contribuendo a una più precisa conoscenza del rapporto tra gioco e fenomeni mafiosi per offrire proposte di policy per il dibattito pubblico in corso.
