First published in 1999, this study of the politics of education in Cameroon, the Congo and Kenya presents arresting empirical evidence that urban elites exiting public sector educational systems they have dominated in favour of private school networks of their own creation. Seeking to enhance their offspring’s chances for survival and even domination in a world of scarce resources and limited opportunities for employment, elites see private schools as tools to shape newly emerging civil societies in Africa in their own image. From a theoretical perspective, the fresh evidence presented here shows that schooling has once again become a major social force influencing the balance of state and society in modern Africa. Re-examining an older political tradition of class analysis and integrating it into more recent civil society perspectives, the author shows that the abandonment of the unreliable education services of dysfunctional African states in favour of private schools has profound consequences for class articulation in societies dividing, once again, according to educational opportunities.

It is often remarked that critical – and especially Marxist – state theory began to lose its central place in the study of comparative politics in the 1980s. Ironically, this shift occurred just as neoliberal policies were transforming the social form and spatial scales of the state, radically restructuring the practices of state economic intervention, and extending the capabilities of the coercive arms of the state. This volume addresses the ‘impoverishment of state theory’ over the last decades and insists on the continued salience of class analysis to the study of states. The book’s title, State Transformations, reflects several central themes in the comparative study of states: the neoliberal restructuring of capitalist states, the changing economic and political architecture of imperialism, and the prospects of a democratic transformation of capitalist states. Since the late 1980s the changing dynamic of global development has driven the tide of democratic expansion in the developing world. In Africa, western donors have sought to impose 'neo-liberal' visions of socio-economic and political institution-building, spreading political reforms and economic liberalisation with far-reaching consequences. Associated with external interventions, but also sometimes conflicting with them, are internal protests against authoritarianism, which have problematically reinforced and/or undermined the donor agenda for democratic reform.Here, Usman Tar questions the assumption that Africa was lacking the essential components for a spontaneous transition to democracy.
