Just a decade ago, dramatic developments held out the promise of a secure, free, prosperous, fair, and inclusive world. There was hope that the East would democratize, the South would develop, and both would join the West in a global commonwealth of political and economic freedom. Despite some notable successes, today's reality falls well short of that vision. Since the end of the Cold War, the gap in per capita annual income between rich and poor countries has grown, vast populations in Africa and elsewhere exist in destitution and desperation, and undeveloped regions still suffer under authoritarian rule, economic mismanagement, ethnic feuding, and international disputes. Add to the equation the proliferation of dangerous weapons, the rise of religious fanaticism, and the predation of terrorists, and the result is that these regions are becoming not less but more hazardous to themselves and to the rest of the world. This issue paper examines the ineffective, wasteful, unaccountable, and often kleptocratic character of developing countries2 defense institutions, including their militaries. It discusses defense development--also known as defense-sector reform--for countries that should be going through political and economic transition. The authors argue that approaches to defense development to date have lacked strategic commitment, clear institutional responsibility, objective metrics, and leverage. They point out that the security situation in much of the developing world is bad enough to warrant shaping up and cleaning up and this paper is intended to provoke a critical and urgent look at this problem and how it should be tackled.

More than a billion people live in countries where governance is weak, poverty is rampant, and economies are depressed. Failed and frail states provide ideal breeding grounds for civil strife, criminality, and "new wars" that target civilians, use children as combatants, and commit massive human rights violations. The new security risks loom within national borders, while the capacity of the international community to intervene 'behind borders' remains inadequate. Policy making for security still relies heavily on military responses. Yet military responses cannot address, and may even worsen, the social and cultural antecedents of civil strife and social resentment. Similarly, development aid policy and practice are poorly adapted to the new realities of frail governance and insecure operating environments in aid recipient countries. This book was previously published as a special issue of the leading journal Conflict, Security and Development.

The continued spread of democracy into the twenty-first century has seen two-thirds of the almost two hundred independent countries of the world adopting this model. In these newer democracies, one of the biggest challenges has been to establish the proper balance between the civilian and military sectors. A fundamental question of power must be addressed—who guards the guardians and how? In this volume of essays, contributors associated with the Center for Civil-Military Relations in Monterey, California, offer firsthand observations about civil-military relations in a broad range of regions including Latin America, Africa, Asia, and Eastern Europe. Despite diversity among the consolidating democracies of the world, their civil-military problems and solutions are similar—soldiers and statesmen must achieve a deeper understanding of one another, and be motivated to interact in a mutually beneficial way. The unifying theme of this collection is the creation and development of the institutions whereby democratically elected civilians achieve and exercise power over those who hold a monopoly on the use of force within a society, while ensuring that the state has sufficient and qualified armed forces to defend itself against internal and external aggressors.
