With its deep economic crisis and dramatic political developments Greece has puzzled Europe and the world. What explains its long-standing problems and its incapacity to reform its economy? Using an analytic narrative and a comparative approach, the book studies the pattern of economic reforms in Greece between 1985 and 2015. It finds that clientelism - the allocation of selective benefits by political actors (patrons) to their supporters (clients) - created a strong policy bias that prevented the country from implementing deep-cutting reforms. The book shows that the clientelist system differs from the general image of interest-group politics and that the typical view of clientelism, as individual exchange between patrons and clients, has not fully captured the wide range and implications of this phenomenon. From this, the author develops a theory on clientelism and policy-making, addressing key questions on the politics of economic reform, government autonomy and party politics. The book is an essential addition to the literatures on clientelism, public choice theory, and comparative political economy. It will be of key interest to scholars and students of European Union politics, economic policy and party politics.

World-renowned scholars explore how political clientelism works and evolves in the context of modern developing democracies. What happens when vote buying becomes a means of social policy? Although one could cynically ask this question just as easily about the United States’s mature democracy, Diego Abente Brun and Larry Diamond ask this question about democracies in the developing world through an assessment of political clientelism, or what is commonly known as patronage. Studies of political clientelism, whether deployed through traditional vote-buying techniques or through the politicized use of social spending, were a priority in the 1970s, when democratization efforts around the world flourished. With the rise of the Washington Consensus and neoliberal economic policies during the late-1980s, clientelism studies were moved to the back of the scholarly agenda. Abente Brun and Diamond invited some of the best social scientists in the field to systematically explore how political clientelism works and evolves in the context of modern developing democracies, with particular reference to social policies aimed at reducing poverty. Clientelism, Social Policy, and the Quality of Democracy is balanced between a section devoted to understanding clientelism’s infamous effects and history in Latin America and a section that draws out implications for other regions, specifically Africa, Southeast Asia, and Eastern and Central Europe. After the ousting of former Egyptian President Hosni Mubarak in February 2011, much debate surrounded the reasons for the former regime's longevity and its collapse. Here, Safinaz El Tarouty provides an original contribution to the study of authoritarianism in Egypt by focusing on the role of businessmen in authoritarian survival. As the regime intensified neoliberal economic reforms that led to social deprivation and frustration among increasing numbers of Egyptian citizens, they co-opted businessmen in order to defuse challenges and buttress the regime, constructing a new political economy of authoritarianism. Extending the existing literature on clientelism, El Tarouty creates a typology of regime-businessmen relations to describe the multiple mechanisms of co-option in the context of economic liberalization. Ultimately, though, these businessmen proved too narrow a constituency to provide legitimacy to the regime and, in fact, formed one of the reasons for its collapse.

Drawing on theory developed to study lobbying, the authors explain why politicians continue clientelist activities although they do not secure reelection. The Element also provides a thorough review of the last decade of literature on clientelism, which the authors define as discretionary resource distribution by political actors. The combination of novel empirical data and theoretically-grounded analysis provides a radically new perspective on clientelism. Finally, the Element suggests that clientelism evolves with economic development, assuming new forms in highly developed democracies but never entirely disappearing.

Brokers, Voters, and Clientelism addresses major questions in distributive politics. Why is it acceptable for parties to try to win elections by promising to make certain groups of people better off, but unacceptable - and illegal - to pay people for their votes? Why do parties often lavish benefits on loyal voters, whose support they can count on anyway, rather than on responsive swing voters? Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation.
