En mi vida intelectual algunos libros han sido llaves que me han abierto puertas. El dieciocho Brumario de Luis Bonaparte, de Carlos Marx, Sobre héroes y tumbas, de Sábato, El coronel no tiene quién le escriba, de Gabriel García Márquez, han tenido la virtud de iluminar aspectos que antes me eran vedados, así los creyera explicados. El mismo efecto ha producido en mí el libro de Francisco Leal y Andrés Dávila. Mi concepción del país político no volverá a ser la misma después de leer esta obra, porque sus autores han armado ante mis ojos un rompecabezas que andaba "manga por hombro", a pesar de que diariamente me tropezara con una o muchas de sus piezas. Más que un discurso teórico bien hilado, este libro es una historia viva de la crisis que los colombianos venimos protagonizando hace medio siglo y que hoy parece haber llegado a un punto crucial. De la noche a la mañana porque el libro se lee de un jalón– la irritación que me causaba el clientelismo se transformó en un camino que me permitió ir al fondo del orden social que nos rige. Ellos descubren que el clientelismo no es un mero vicio de los políticos, sino el nervio real del Estado, y como tal, el factor determinante de dos fenómenos simultáneos: la estabilidad y la inestabilidad del sistema.

This book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the "supply-side" and the "demand-side" of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family "particularism," but in which all interests can potentially find expression and accommodation in "universalism."

"That raising income levels alleviates poverty, and that economic growth can be more or less effective in doing so, is well known and has received renewed attention in the search for pro-poor growth. What is less well explored is the reverse channel: that poverty may, in fact, be part of the reason for a country's poor growth performance. This more elabborated view of the development process opens the door to the existence of vicious circles in which low growth results in high poverty and high poverty in turn results in low growth.
