This book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the "supply-side" and the "demand-side" of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family "particularism," but in which all interests can potentially find expression and accommodation in "universalism."

For at least two centuries, democratic representation has been at the center of debate. Should elected representatives express the views of the majority, or do they have the discretion to interpret their constituents’ interests? How can representatives balance the desires of their parties and their electors? What should be done to strengthen the representation of groups that have been excluded from the political system? Representative democracy itself remains frequently contested, regarded as incapable of reflecting the will of the masses, or inadequate for today’s global governance. Recently, however, this view of democratic representation has been under attack for its failure to capture the performative and constructive elements of the process of representation, and a new literature more attentive to these aspects of the relationship between representatives and the represented has arisen. In Creating Political Presence, a diverse and international group of scholars explores the implications of such a turn. Two broad, overlapping perspectives emerge. In the first section, the contributions investigate how political representation relates to empowerment, either facilitating or interfering with the capacity of citizens to develop autonomous judgment in collective decision making. Contributions in the second section look at representation from the perspective of inclusion, focusing on how representative relationships and claims articulate the demands of those who are excluded or have no voice. The final section examines political representation from a more systemic perspective, exploring its broader environmental conditions and the way it acquires democratic legitimacy.

Informal relations have been one of the major research topics of the social sciences since the 1990s. In order to allow for meaningful comparisons between different combinations of the positive and negative effects of informal relations on democratic representation, this book focuses on post-socialist Central and Eastern Europe as a particular region where formal democratic rules have been established, but competing informal rules are still strong. A broad spectrum of related analytical concepts is discussed from different perspectives and from different academic disciplines, then empirical cases of the relationship between informal relations and democratic representation are analyzed. The contributions span the whole continuum, as we perceive it, from civil society networks seen as supporting democratic representation to the perversion of democratic representation through political corruption. The final part of the book takes a closer look at corruption through four case studies from Russia.

"Existing work suggests that legislators in countries like India should spend little time engaging with individual citizens and, if they do, should focus their attention on co-partisans. Yet, there is anecdotal evidence that these politicians actually spend substantial time assisting individual citizens with access to basic state services. In this book, I show that helping individual voters is a key part of these representatives' activities and that, in contrast with existing expectations, they do not generally discriminate against their non-copartisans in providing assistance. Yet, this constituency service differs from that observed in Western democracies, as it arises from the partisan nature of distribution at the local level. Thus, Indian politicians are more accountable to citizens than we previously expected, but this accountability is linked to, and constrained by, the character of patronage-based politics"--

Millions of enfranchised people live in abject poverty in democracies around the world. Yet in representative democracies, the success or failure of political parties rests on their ability to effectively engage voters. In today's highly unequal and individualized societies, the diversity of voters along socioeconomic, religious, and other lines presents an obstacle for parties vying for electoral success. How, then, can widespread, crushing poverty still exist in stable democracies, if every citizen has a vote? Two wildly different parties, Chile's right-wing UDI and Uruguay's left-wing Frente Amplio, have achieved stunning victories in this supposedly inhospitable political landscape. They have done so by simultaneously segmenting and strategically harmonizing their linkages to distinct cross-sections of voters in each society. While that electoral strategy makes for a winning hand for parties in fragmented modern societies, it perpetuates the gross inequalities that characterize the social, political, and economic landscapes of the developing democratic world. How do politicians win elected office in Indonesia? To find out, research teams fanned out across the country prior to Indonesia’s 2014 legislative election to record campaign events, interview candidates and canvassers, and observe their interactions with voters. They found that at the grassroots political parties are less important than personal campaign teams and vote brokers who reach out to voters through a wide range of networks associated with religion, ethnicity, kinship, micro enterprises, sports clubs and voluntary groups of all sorts. Above all, candidates distribute patronage—cash, goods and other material benefits—to individual voters and to communities. Electoral Dynamics in Indonesia brings to light the scale and complexity of vote buying and the many uncertainties involved in this style of politics, providing an unusually intimate portrait of politics in a patronage-based system.

"Keefer and Vlaicu demonstrate that sharply different policy choices across democracies can be explained as a consequence of differences in the ability of political competitors to make credible pre-electoral commitments to voters. Politicians can overcome their credibility deficit in two ways. First, they can build reputations. This requires that they fulfill preconditions that in practice are costly--informing voters of their promises, tracking those promises, and ensuring that voters turn out on election day. Alternatively, they can rely on intermediaries--patrons--who are already able to make credible commitments to their clients. Endogenizing credibility in this way, the authors find that targeted transfers and corruption are higher and public good provision lower than in democracies in which political competitors can make credible pre-electoral promises. They also argue that in the absence of political credibility, political reliance on patrons enhances welfare in the short run, in contrast to the traditional view that clientelism in politics is a source of significant policy distortion. However, in the long run reliance on patrons may undermine the emergence of credible political parties. The model helps to explain several puzzles. For example, public investment and corruption are higher in young democracies than old; and democratizing reforms succeeded remarkably in Victorian England, in contrast to the more difficult experiences of many democratizing countries, such as the Dominican Republic. Today, regional parties in India win nearly as many votes as national parties. In Why Regional Parties?, Professor Adam Ziegfeld questions the conventional wisdom that regional parties in India are electorally successful because they harness popular grievances and benefit from strong regional identities. He draws on a wide range of quantitative and qualitative evidence from over eighteen months of field research to demonstrate that regional parties are, in actuality, successful because they represent expedient options for office-seeking politicians. By focusing on clientelism, coalition government, and state-level factional alignments, Ziegfeld explains why politicians in India find membership in a regional party appealing. He therefore accounts for the remarkable success of India's regional parties and, in doing so, outlines how party systems take root and evolve in democracies where patronage, vote buying, and machine politics are common.
