The consequences of climate change for society are analysed in this landmark assessment from the IPCC. This book assesses the available knowledge on the many issues that society has to face, including the international decision-making framework; applicability to climate change of techniques for assessing costs and benefits; the significant social costs of projected climate change; and the economic assessment of policy instruments to combat climate change, nationally and internationally. Some important conclusions of this Second Assessment Report indicate that 10 to 30% of greenhouse gas emissions in most countries can be reduced at negative or zero cost - 'no regrets' measures. Also, the literature indicates that climate change will cause aggregate net damage, which provides an economic rationale for going beyond 'no regrets' measures. It also indicates that a portfolio of mitigation, adaptation and research measures is a sound strategy for addressing climate change given the remaining uncertainties. This report speaks directly to the issues that are faced by the many countries committed to limit emissions of greenhouse gases by the year 2000, and currently negotiating actions to be taken beyond that date. Will be of great value to the international community of policymakers interested in the consequences of climate change, as well as to economists, social and natural scientists.

Climate change is arguably the most profound challenge facing the international community in the 21st century. It is as much a challenge for poverty reduction, growth and development as it is a global environmental issue. It could undermine or reverse progress in reducing poverty and attaining the Millenium Development Goals, thereby unraveling many of the development gains of recent decades. It already threatens the livelihoods, health and well-being of millions of people worldwide, and of the poorest and most vulnerable groups in particular. And it has potentially far-reaching implications for international relations and for personal, national and regional security. While significant uncertainties still remain, tremendous strides have been made over recent years in improving scientific understanding of the human processes driving global climate change and the likely impacts on world ecosystems. What is much less well understood is how these dynamics in the physical environment will interact with those of socio-economic systems, what the consequences will be for society, and how best to address them. In order to focus attention on these previously neglected and poorly understood social dimensions of climate change, the World Bank convened an international workshop in March, 2008, with the participation of community activists, former heads of state, leaders of Indigenous Peoples, representatives of non-governmental organizations, international researchers, and staff of the World Bank and other international development agencies. This edited volume brings together revised versions of many of the papers presented during that workshop, as an initial step in taking stock of existing knowledge on the social dimensions of climate change. Several new papers were also commissioned for this volume.

As the Kyoto conference of the parties on the United Nations Framework Convention on Climate Change once again underscored, man-made climate change has become one of the major challenges to our generation and many generations to come. Since scientific evidence on climate change can be seen as increasingly reliable, the focus of our attention has to turn more and more to the question of foreseeable damages and to possibilities to prevent and mitigate climate change. In other words, we need to analyse the economic aspects of man marle climate change and the policy options to prevent its most severe impacts. This book reports on the findings of an international workshop on these aspects of global climate change. It was organised by the Centre for European Economic Research (ZEW) in Mannheim, Germany on March 6th and 7th 1997. In the light of the ongoing international policy-making process on climate change, we decided to publish the report after the Kyoto conference from December Ist to 10th, 1997, to include the results of the conference, which emphasise the importance of economic aspects and economic policy options when it comes to addressing the problern of man-made climate change. Thus, this book went to press in February 1998 the moment we received the official version of the Kyoto Protocol, which is reproduced in the annex.

The lntergovernmental Panel on Climate Change (IPCC) has recently summarized the state ofthe art in research on climate change (Climate Change 1995). The most up to date research findings have been divided into three volumes: • the Science ofClimate Change (working group I), • the Impacts, Adaption and Mitigation of Climate Change (working group II), and • the Economic and Social Dimensions ofClimate Change (working group III) There is a general consensus that a serious change in climate can only be avoided if the future emissions of greenhouse gases are reduced considerably from the business as usual projection and if at the same time the natural sinks for greenhouse gases, in particular that of CO , are maintained at the present level or 2 preferrably increased. Forests, forestry and forestry industry are important parts of the global carbon cycle and therefore they are also part of the mitigation potentials in at least a threefold way: 1. During the time period between 1980 and 1989 there was a net emission of CO from changes in tropical land use (mostly tropical deforestation) of 2 1. 6 +/- 1 GtC/a, but at the same time it was estimated that the forests in the northem hemisphere have taken up 0. 5 +/- 0. 5 GtC/a and additionally other terrestrial sinks (including tropical forests where no clearing took place) have been a carbon sink ofthe order of l. 3 +/- l.
