This book focuses on one critical challenge: climate change. Climate change is predicted to lead to an increased intensity and frequency of natural disasters. An increase in extreme weather events, global temperatures and higher sea levels may lead to displacement and migration, and will affect many dimensions of the economy and society. Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. This book helps us to understand how institutions established in the 20th century are adapting to a 21st century world. The IPCC (2007) warned that the Ganges Brahmaputra Meghna (GBM) basin will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh. This document contains a consultation document, the text of the draft Climate Change Bill, explanatory notes to the Bill, and a regulatory impact assessment, published for pre-legislative scrutiny and public consultation. The Bill will introduce a long-term framework for the UK to achieve its goals of reducing carbon dioxide emissions and adapting to the impacts of climate change. The consultation document discusses the context and rationale behind the Climate Change Bill and sets out the main reasons why legislation in this area is required. The key elements of the Bill are: (1) setting targets in statute and carbon budgeting, with a statutory goal of a 60 per cent reduction in carbon dioxide emissions through domestic and international action by 2050, based on a new system of "carbon budgets" set at least fifteen years ahead (with reviews at five yearly intervals), and with progress reported annually to Parliament; (2) establishing an independent Committee on Climate Change to advise the government on how to reduce carbon emissions over time and across the economy; (3) creating enabling powers to allow the introduction of new domestic emissions trading schemes through secondary legislation; (4) reporting requirements will enhance the overall transparency and accountability of UK action on climate change, with the Committee on Climate Change reporting annually to Parliament on progress towards budgets and targets, with the Government required to produce a response to this independent report.
