Anthropogenic climate change poses a grave threat to societies around the world. The greenhouse gases that generate climate change are produced by virtually every sector of every economy. The predominant response of governments around the world is to mitigate climate change through the capping and trading of emissions. This book explores the establishment of emissions trading as a form of environmental, market-based governance in the United States, Europe, Australia, South Korea, Japan, and China. The book conceptualizes markets as institutions, and analyzes them as a system of climate governance. To this end, it argues that international efforts to promulgate markets run up against local cultures of markets that shape economic practices and knowledge to different degrees. While the global agenda under the United Nations Framework Convention on Climate Change has sought to develop similar systems to enable interconnected and synchronized emissions reductions, each of the cases analyzed here has produced different results. The markets and climate policies established reflect the syncretic impact of socio-political and cultural context on the institutional transfer of markets. Each country expresses a varying degree of ease or unease with the establishment of markets as systems of climate governance. Exploration of market adaptation adds new insights to theories of varieties of capitalism. The book also examines the material implications of emissions markets on the environment and climatic systems. In sum, the study finds that cultures of markets present a substantial challenge to a universalist prescription for resolving climate change and highlights issues at the interface of political and economic governance in different political economies. This includes issues of citizen, state, and industry participation, and the materiality of economic and financial productivity.

This book introduces the highly topical issue from many different angles, sensitizing readers to the various challenges to human life posed by climate change, identifying possible intentional and inadvertent anthropogenic factors and consequences, and seeking socially and environmentally viable solutions. The book begins by examining the impact of the climate change discussion on science, politics, economy and culture – from its historical origin in the first Club of Rome Report and its inclusion in the UN's SDGs to the Paris Agreement and beyond. Comprising 12 chapters, it analyses the factors which caused the catastrophic 2014 Kelantan flood in Malaysia, focusing on the Kuala Krai district and discusses mud architecture in Wadi Hadramout, Yemen and mitigating the expected effects of climate change on this unique architecture and cultural heritage. It also examines the economic costs of climate change on health and the increased burden on individual expenditures and national health systems. The role of climate change in the water-energy nexus and efforts to increase efficiency in energy and water end-use to increase Queensland’s agricultural sector’s resilience in Australia is addressed, as is water security and climate change issues in developing countries and the potential of partnership procurement strategies for managing sustainable urban water supply in Nigerian cities. It also includes a chapter offering a new approach to waste management, exploring to what extent waste can complicate our daily actions and influence environmental decay, and recommending that renewable materials be sorted and separated from other types of materials to avoid cross-contamination, to increase the value of the materials, and to ease the process of manufacturing. Subsequent chapters identify factors sustaining the municipal solid waste management and practices in Ajdabiya city in Libya, and look at accounting disclosure remedies by exploring areas in which sustainability reporting could expand beyond corporate environmental reporting to additional disclosures, curbing recklessness in pursuing merely economic goals. The book shows – from the perspective of agriculture – how human activities can increase the negative impacts of climate change on lifestyle in Malaysia, suggesting alternative lifestyles and encouraging international cooperative efforts. The last chapters evaluate the impacts of various environmental factors on the local tourism sector in Pakistan, and discuss strategies to tackle climate change, focusing on the opportunities and risks of climate engineering. Since these risks encompass inadvertent negative effects and targeted abuse for covert weather warfare and terrorism that violate the UN’s ENMOD convention, the author recommends viable alternatives to deal with climate change.

This book explores the significance of human behaviour to understanding the causes and impacts of changing climates and to assessing varied ways of responding to such changes. So far the discipline that has represented and modelled such human behaviour is economics. By contrast Climate Change and Society tries to place the ‘social’ at the heart of both the analysis of climates and of the assessment of alternative futures. It demonstrates the importance of social practices organised into systems. In the fateful twentieth century various interlocking high carbon systems were established. This sedimented high carbon social practices, engendering huge population growth, increasing greenhouse gas emissions and the potentially declining availability of oil that made this world go round. Especially important in stabilising this pattern was the ‘carbon military-industrial complex’ around the world. The book goes on to examine how in this new century it is systems that have to change, to move from growing high carbon systems to those that are low carbon. Many suggestions are made as to how to innovate such low carbon systems. It is shown that such a transition has to happen fast so as to create positive feedbacks of each low carbon system upon each other. Various scenarios are elaborated of differing futures for the middle of this century, futures that all contain significant costs for the scale, extent and richness of social life. Climate Change and Society thus attempts to replace economics with sociology as the dominant discipline in climate change analysis. Sociology has spent much time examining the nature of modern societies, of modernity, but mostly failed to analyse the carbon resource base of such societies. This book seeks to remedy that failing. It should appeal to teachers and students in sociology, economics, environmental studies, geography, planning, politics and science studies, as well as to the public concerned with the long term future of carbon and society.
