This book explores the development of climate change discourses in Russia. It contributes to the study of climate change as a cultural idea by developing the extensive Anglophone literature on environmental science, politics and policy pertaining to climate change in the West to consider how Russian discourses of climate change have developed. Drawing on contributors specialising in numerous periods, regions, disciplines and topics of study, the central thread of this book is the shared attempt to understand how environmental issues, particularly climate change, have been understood, investigated and conceptualised in Soviet and post-Soviet Russia. The chapters aim to complement work on the history of the discursive political construction of climate change in the West by examining a highly contrasting (but intimately related) cultural context. Russia remains one of the world’s largest greenhouse gas emitters with one of the most carbon-intensive economies. As the world begins to suffer the extreme consequences of anthropogenic climate change, finding adequate solutions to global environmental problems necessitates the participation of all countries. Russia is a central actor in this global process and it, therefore, becomes increasingly important to understand climate change discourse in this region. Insights gained in this area may also be illuminating for examining environmental discourses in other resource rich regions of the world with alternative economic and political experiences to that of the West (e.g. China, Middle East). Climate Change and the Bay of Bengal argues that in the era of climate change radically different understandings of security and sovereignty are at work. It questions the geopolitics of fear and the manner in which metanarratives of climate change tend to privilege the “global” and “national” scales over other scales, especially the regional and the local. The authors argue in favour of a new imagination of the Bay of Bengal space as a semi-enclosed sea, embedded in a large marine ecosystem, under the relevant provisions of the UNCLOS that impose various obligations upon its signatories to cooperate at a regional level. Such an imagination, anchored in geographies of hope, should not remain confined to official domains and discourses but become a part of popular socio-spatial consciousness through a regional public diplomacy reaching out to the grassroots level. A Bay of Bengal regional seas programme, under the auspices of UNEP, should be conceptualized and operationalized in a manner that explicitly factors in climate change consequences into the existing understandings and approaches to environmental-human security in the region.

This book offers a theoretically informed empirical investigation of national media reporting and political discourse on environmental issues in Australia, China and Japan. It illuminates the risks, harms and responsibilities associated with climate change through an analysis of pollution, adopting an interdisciplinary approach drawing on both the social sciences and humanities. A particular strength of the work is the detailed analysis of the data using a range of both quantitative and qualitative techniques, enabling the authors to reveal in rich and compelling detail the complex relationship between risk and responsibility in the climate change discourse. The case studies of Australia, China and Japan are set in the current literature as well as in the historical context of climate change in these three countries. The analysis of the media discourse on the Great Barrier Reef in Australia demonstrates how the mining of coal for overseas markets has led to devastating harm to the life of the reef. A critical discussion of the Chinese documentary, Under the Dome, shows how this medium has played a crucial role in building awareness of the harm from atmospheric pollution among the citizens, shaping attitudes and promoting action. The first case study of Japan elucidates how cross-border atmospheric pollution from China forges a chain of responsibility for responding to climate change, running from the state to society. The other case study of Japan demonstrates how ‘smart cities’ have emerged as a way to mitigate the risks and harms of climate change. Chinese Environmental Humanities showcases contemporary ecocritical approaches to Chinese culture and aesthetic production as practiced in China itself and beyond. As the first collaborative environmental humanities project of this kind, this book brings together sixteen scholars from a diverse range of disciplines, including literary and cultural studies, philosophy, ecocinema and ecomedia studies, religious studies, minority studies, and animal or multispecies studies. The fourteen chapters are conceptually framed through the lens of the Chinese term huanjing (environment or “encircling the surroundings”), a critical device for imagining the aesthetics and politics of place-making, or “the practice of environing at the margin.” The discourse of environing at the margins facilitates consideration of the modes, aesthetics, ethics, and politics of environmental inclusion and exclusion, providing a lens into the environmental thinking and practices of the world’s most populous society.
