It is well known that the impacts of climate change are tangible and hence there can be no debate about the need for appropriate adaptation measures, on a priority basis. However, it is equally important to recognize the fact that adaptation measures actually represent a dynamic synthesis of interventions pertaining to multiple systems. These are particularly of water, soil characteristics, genotypic and phenotypic variations and their expressions, age-correlated biochemical changes aligned with planting schedules and favorable weather/climate conditions. Nutrients, occurrence and distribution of associated vegetation including crop mixes also influence productivity. The overarching aspect of farming practice wields significant influence on the outcome and hence it is important to be clear about the particular focus of the investigations being carried out and reported in a suitable manner. It is essential to recognize that scientific research in agriculture in India has always produced valuable results of direct relevance to her people. Importantly, preparedness to tackle disasters due to inclement weather system has prominently featured on the agenda. The recent focus on climate change and impacts has provided the necessary impetus to reorganize the framework of investigation to capture the specifics of such impacts. In this context, the importance of micro climate variations too viz-a-viz the larger scales of impacts cannot be overemphasized. It will be useful to also help characterize natural variations versus artificially induced variations, helping us understand the complexities of individual and synergistic impacts too. Obviously, the limits and limitations of models could determine the spread and depth of the outcomes of investigations. Empirical evidences to reinforce assumptions have to also be documented with utmost care; guided by an understanding of the limits of tolerance, limiting factors, and the precautionary principle especially in the public policy interface. The present volume therefore, showcases these strands with the fond hope that they will stimulate further thinking and enable appropriate action.

The Philippine economy has grown rapidly since 2010, but despite this growth, poverty and inequality remain high. Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." As the effects of climate change set in, and population and income growth exert increasing pressure on natural resources, food security is becoming a pressing challenge for countries worldwide. Awareness of these threats is critical to transforming concern into long-term planning, and modeling tools like the one used in the present study are beneficial for strategic support of decision making in the agricultural policy arena. The focus of this investigation is the Republic of Korea, where economic growth has resulted in large shifts in diet in recent decades, in parallel with a decline in both arable land and agricultural production, and a tripling of agricultural imports, compared to the early 2000s. Although these are recognized as traits of a rapidly growing economy, officials and experts in the country recognize that the trends expose the Republic of Korea to climate change shocks and fluctuations in the global food market. This study uses the IMPACT (International Model for Policy Analysis of Agricultural Commodities and Trade) economic model to investigate possible future trends of both domestic food production and dependence on food imports, as well as the effects from adoption of agricultural practices consistent with a climate change adaptation strategy. The goal is to help assess the prospects for sustaining improvements in food security and possibly inform the national debate on agricultural policy. Results show that historical trends of harvested area and imports may continue into the future under climate change. Although crop models suggest negative long-term impacts of climate change on rice yield in the Republic of Korea, the economic model simulations show that intrinsic productivity growth and market effects have the potential to limit the magnitude of losses; rice production and yield are projected to keep growing between 2010 and 2050, with a larger boost when adoption of improved technologies is taken into consideration. At the same time, food production and net exports from the country’s major trading partners are also projected to increase, although diminished by climate change effects. In sum, these results show that kilocalorie availability will keep growing in the Republic of Korea, and although climate change may have some impact by reducing the overall availability, the effect does not appear strong enough to have significant consequences on projected trends of increasing food security.

Global climate change threatens human existence through its potential impact on agriculture and the environment. Agriculture is climate-sensitive, and climate variability and climate change have net negative impact on it. Additionally, the agricultural landscape is affected by monoculture and agro-biodiversity loss, soil fertility depletion and soil loss, competition from biofuel production, crop yield plateaus and invasive species. Nevertheless, the global agricultural production system has to meet the food demands from the growing human population, which is set to exceed 10 billion by 2050. This book discusses the impacts of climate change on agriculture, animal husbandry and rural livelihoods. Further, since agriculture, forestry and other land-use sectors contribute about 10–12 gigatonnes of CO2-equivalent per year, it argues that agricultural policy must dovetail adaptation and mitigation strategies to reduce greenhouse gases emissions. This calls for a reformative and disruptive agricultural strategy like climate-smart agriculture, which can operate at all spatio-temporal scales with few modifications. The book also redefines sustainable agriculture through the lens of climate-smart agriculture in the context of the sustainability of Earth's life- support system and inter- and intra-generational equity. The climate-smart agriculture approach is gaining currency thanks to its inherent positive potential, and its goal to establish an agricultural system which includes "climate-smart food systems", "climate-proof farms", and "climate-smart soils". Climate-smart agriculture provides a pathway to achieve sustainable development goals which focus on poverty reduction, food security, and environmental health.

This book deals with one of the major challenges facing human society and its governments, climate change and variability. The principal objective of the book is to explore how agricultural production through the actions primarily of farmers, including peasant farmers, adapt to these changing circumstances, what the limitations of adaptation are, how the process of adaptation varies between different territories (e.g. developed countries versus developing countries), and what are or can be the most effective roles for actors other than the farmers, including different levels of government and non-governmental organizations (NGOs) such as professional associations of farmers and community organizations. The principal argument is threefold: 1) while there are significant differences between territories and countries in terms of the capacity of farmers (and the other actors) to engage in capacity building to be able to adapt effectively to climate change and variability, 2) the critical roles are those played out by the farmers themselves, but that 3) other actors can play an important role in accompanying farmers in their adaptation process, providing relevant and strategic information, counseling them and facilitating networking and meetings when appropriate. This effectively means that without engaging in the local adaptation processes governments can really only play effective roles by working with other actors at the local and regional levels. When it occurs, it can be very effective, but when it does not, farmers are left to their own devices (and even then, many are able to use their own creativity and local knowledge to survive and continue to develop). Essentially therefore, the secondary argument that is followed throughout the book is that adaptation is essentially a social process that requires an understanding of social processes and dynamics in each farming community and territory. It involves an understanding, for instance, of information diffusion processes in the different farming communities and territories, which provides a set of tools to promote and facilitate the adoption process in the context of adaptation to climate change and variability.

After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.
