This book considers the global question of climate change from local perspectives in the context of Central Africa. Bila-Isia Inogwabini examines attempts made by the international community to respond to the global challenges posed by climate change in the Congo Basin and highlights that these attempts have so far produced limited results. Abject poverty and the lack of academic, technical, institutional and governance capacities have made it difficult for these solutions to take root in local conditions. Taking a novel perspective, Inogwabini argues that what is needed is not austerity in the use of natural resources but rather increased material affluence for these communities, which will enable individuals to create their own ways to survive through the tides of climate change. He considers factors including social inertia, climate skepticism and lack of political structure and presents a climate change action plan that is targeted at the local level in the Congo Basin. Overall, this volume will be of great interest to students and scholars of climate change, global development and African studies more broadly.

The countries in the Congo Basin are poor and vulnerable and, as such, suffer from the negative effects of climate change. Fighting this phenomenon has become an item on countries policy agendas. Processes, based on mitigation and adaptation measures, have been launched at various levels and places in these countries to cope with the dynamics of a changing climate. But to study and implement mitigation and adaptation measures simultaneously is not enough. In a situation characterized by poverty and resource shortages especially financial resources and to support a process that is already exceptionally slow, it is important to go further and consider the synergy between mitigation and adaptation. The principle described in this analysis is combined with thoughts on the best way to proceed, a way to encourage more thorough analyses and ensure ex situ integration and coherence between climate and development policies, and in situ integration and coherence within the climate policies, the objective being to deliver both ecological and policy synergy outcomes.

The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. Compared to many other regions of the world, Africa is particularly vulnerable to the effects of climate change and variability. Widespread poverty, an extensive disease burden and pockets of political instability across the continent has resulted in a low resilience and limited adaptative capacity of African society to climate related shocks and stresses. Updated information on climate change are lacking in the Congo basin. Moreover, available data are worded in a coded language that impairs their use in decision-making and thus contributes to increase the gap between the information available at the global level and those circulating in the region. This work aimed at assessing the mechanisms of dissemination of scientific information in Central Africa in order to adopt the information channels and languages adapted to various stakeholders, according to their abilities and needs.
