As it becomes clear that climate change is not easily within the boundaries of the 1990’s, society needs to be prepared and needs to anticipate future changes due to the uncertain changes in climate. So far, extensive research has been carried out on several issues including the coastal defence or shifting ecozones. However, the role spatial design and planning can play in adapting to climate change has not yet been focused on. This book illuminates the way adaptation to climate change is tackled in water management, ecology, coastal defence, the urban environment and energy. The question posed is how each sector can anticipate climate change by creating spatial designs and plans. The main message of this book is that spatial design and planning are a very useful tool in adapting to climate change. It offers an integral view on the issue, it is capable in dealing with uncertainties and it opens the way to creative and anticipative solutions. Dealing with adaptation to climate change requires a shift in mindset; from a technical rational way of thinking towards an integral proactive one. A new era in spatial design and planning looms on the horizon.

The climate change is increasing the need of planning tools able to produce great territorial transformations. The urban configurations in Southern Europe, especially the late modern and contemporary neighbourhoods, are frequently situated in very dangerous hydrogeological areas. The local effects of the climate change process act as drivers on these areas, increasing the number of catastrophic impacts. On the one hand there is a need for a capacity to reduce the effects of the disaster in the social, physical and economic dimensions of local communities; on the other hand, there is a need to build tools for territorial adaptation, in order to avoid future impacts. It is more necessary than ever to develop a new urban planning tool to bridge the current risk with future climate-proof transformations.

Urban heat islands are a new type of microclimatic phenomenon that causes a significant increase in the temperature of cities compared to surrounding areas. The phenomenon has been enforced by the current trend towards climate change. Although experts consider urban heat islands an urgent European Union public health concern, there are too few policies that address it. The EU carried out a project to learn more about this phenomenon through pilot initiatives. The pilots included feasibility studies and strategies for appropriately altering planning rules and governance to tackle the problem of urban heat islands. The pilots were carried out in eight metropolitan areas: Bologna/Modena, Budapest, Ljubljana, Lodz, Prague, Stuttgart, Venice/Padova, and Vienna. The feasibility studies carried out in these pilot areas focused on the specific morphology of EU urban areas, which are often characterised by the presence of historical old towns.

Climate change is one of the most complex issues of the 21st century, and the magnitude of the problem is globally recognized and largely discussed both in the academic and political arena. Climate-proofing cities require substantial modifications in planning, design and management approaches. That includes the strategies to reduce climate change emissions and to make urban systems more resilient to climate change effects (Musco, 2014). More fine-scale pieces of information are necessary to produce more detailed analysis. In particular, Remote Sensing Technologies are particularly suited to produce an information framework that can support climate-proof planning processes. The general inadequateness of the available data is the major obstacle in developing those vulnerability assessment. For this reason, Public Administration might find it worthwhile to overcome the concept of information ownership, preferring to adopt a new model based on knowledge resources sharing. This paradigm presupposes the involvement and the cooperative participation of citizens, academia and private enterprises with a common objective orientation. Therefore, building an innovative knowledge framework and a reliable network should be the first step to develop a shared and integrated climate-proof planning.

An examination of urban climate change response strategies and the resistance to them by grassroots activists and social movements. Cities around the world are formulating plans to respond to climate change and adapt to its impact. Often, marginalized urban residents resist these plans, offering “counterplans” to protest unjust and exclusionary actions. In this book, Kian Goh examines climate change response strategies in three cities—New York, Jakarta, and Rotterdam—and the mobilization of community groups to fight the perceived injustices and oversights of these plans. Looking through the lenses of urban design and socioecological spatial politics, Goh reveals how contested visions of the future city are produced and gain power. Goh describes, on the one hand, a growing global network of urban environmental planning organizations intertwined with capitalist urban development, and, on the other, social movements that themselves often harness the power of networks. She explores such initiatives as Rebuild By Design in New York, the Giant Sea Wall plan in Jakarta, and Rotterdam Climate Proof, and discovers competing narratives, including community resiliency in Brooklyn and grassroots activism in the informal “kampungs” of Jakarta. Drawing on participatory fieldwork and her own background in architecture and urban design, Goh offers both theoretical explanations and practical planning and design strategies. This book shows that the problem of climate adaptation, which is described in social planning terms as ‘wicked,’ is at odds with the contemporary practice of spatial planning. The author proposes a new adjusted framework which is more adaptable to unpredictable, wicked, dynamic and non-linear processes. The inspiration for this new method is the behaviour of swarms: bees, ants, birds and fish are capable of self-organization, which enables the system to become less vulnerable to sudden environmental changes. The framework proposed in Swarm Planning consists of these four elements: Two levels of complexity, the first being the whole system and the second its individual components. Each of these has different attributes for adapting to change. Five layers, consisting of networks, focal points, unplanned space, natural resources and emerging occupation patterns. Each layer has its own spatial dynamic, and each is connected to a spatial scale. Non-linear processes, which emerge in different parts of the framework and include emerging patterns, connectedness and tipping points among others. Two planning processes; the first, ‘from small to large’ works upward from the slowest changing elements to more rapidly-changing ones. The second, ‘on the list of partners’ addresses each layer from networks through emerging occupation patterns. Swarm Planning applies this framework to a series of pilot studies, and appraises its performance using criteria for an adaptive landscape. The results show that the use of the Swarm Planning Framework reduces the vulnerability of landscapes as well as the impact of climate hazards and disasters, improves response to unexpected hazards and contains adaptation strategies. “This book is a must for planners in government and the private sector as it outlines the concept, strategies and techniques for swarm planning. The provision of water supply and sanitation services is particularly vulnerable to projected changes in climate conditions (temperature and precipitation among others), in the frequency and intensity of extreme weather events, as well as and in the projected rise in sea-level and the intensification of storm surges. The process of climate proofing investment projects aims both at assessing the climate risk to a project's future costs and benefits, and undertaking a technical and economic analysis of options to alleviate or mitigate those risks. Accounting for climate change at the outset of the project cycle implies that decisions about project design, and the adoption and timing of climate-proofing measures be informed with the possible impacts of climate change in the initial phases of the project cycle so that decisions of an irreversible nature will be avoided. This book advocates a fresh approach to planning that anticipates, rather than reacts to, the changes in climate currently in process. Today’s spatial planning procedures rely on historical evidence instead of preparing for factors that by definition lie in the future, yet which are relatively uncontroversial: shortages of water, sea level rise and rises in average temperatures being but three examples. Arguing for more flexibility, the contributors view ‘complexity’ as the key to transforming the way we plan in order to better equip us to face uncertainties about our future environment.
