This report presents the outputs of the Climate Change Impact and Adaptation Study in the Mekong Delta. The study focuses on vulnerability assessment of two provinces in the Mekong Delta region: Ca Mau and Kien Giang. Using climate change modeling, socioeconomic data, geographic information system analysis, and expert opinion, the study identifies future climate conditions and assesses the effects of future climate scenarios on the natural, social, and economic systems of each district of Ca Mau and Kien Giang provinces. It provides provides province and district policy makers with an understanding of the key areas of vulnerability and risk hot spots with regard to climate change up to 2050. It provides practical measures that provincial and district administrations can take to inform and strengthen their climate change adaptation programs.

The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

The Central Mekong Delta Region Connectivity Project aims to enhance connectivity across provinces of southern Viet Nam and Ho Chi Minh City. It includes two major bridges, a 15-kilometer road connecting the two bridges, and approach roads. Given the high exposure of the Mekong Delta to severe flooding, a climate risk and vulnerability assessment was conducted to assess the vulnerability of the project to climate change. The assessment report provides a better understanding of climate change threats to the project infrastructure. It also provides project stakeholders with information necessary for consensus building for the adoption of a robust approach to responding to climate change. The study illustrates that a constrained time frame and limited resources may not be significant impediments to the undertaking of climate risk vulnerability assessments, which can provide valuable information at the project design stage to increase the climate resilience of large investment projects.

In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What’s more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific. Rural communities in the Greater Mekong Subregion (GMS) are vulnerable to climate-related disasters. In 2008, tropical cyclone Nargis killed 84,500 people and impacted the livelihood of 2.4 million people. In 2011, large-scale floods in Thailand affected 14 million people and caused $45.7 billion in damages. This report presents findings of a climate risk financing study conducted by the GMS Core Environment Program in 28 rural communities in Cambodia, the Lao People’s Democratic Republic, and Viet Nam.
