The future of China, India and Asia’s other emerging economies and their ability to take a ‘low-carbon’ and ‘climate-resilient’ development path determine the future of global carbon emissions and climate change. Indeed, the battle to confront global climate change will be won or lost in Asia. The transition to a low-carbon, climate-resilient economy (LCE), which involves many steps towards improved energy efficiency, alternative energy sources and transport systems, sustainable land use, eco-friendly consumption and proactive adaptation, may be regarded as the world's fourth revolution, after the industrial revolution, agricultural revolution, and the information revolution. Asia is highly vulnerable to impacts of climate change. Yet because of its dynamic economies and massive populations, Asia offers the greatest opportunity for overcoming the trade-offs and pursuing low-carbon development pathways. With a growing consensus that there is limited time to avoid the worst impacts of climate change, scientists, engineers, policymakers, and economists across Asia have recently begun discussions on how Asia can make a transition to LCE. Most discussions, however, focused on transfer of technologies from developed to developing countries and overlooked other equally important challenges such as financing, governance, and information dissemination. This book is the first to look at these neglected aspects of LCE and attempt to integrate both market-based and technology-based solutions into a comprehensive strategy to creating a roadmap for LCE in Asia. This book is an essential reading for economists, policy makers, practitioners, engineers and researchers concerned with climate change, energy production and development in Asia and the impacts and potential for the world.

This book provides policymakers, researchers, and other interested audiences with knowledge on how to quantify and integrate and advance co-benefits in their decisions. It begins with an introductory chapter that provides an overview of the concept of co-benefits. This followed by a section that details quantitative approaches to estimate co-benefits, particularly in cities. A third section presents a series of case studies from the energy sector in Northeast and Southeast Asia. A final section focuses on new perspectives on co-benefits from linking climate change with biodiversity, social justice, and through new models of co-innovation. The book is particularly timely as many countries in Asia seek to achieve objectives in the national climate policies and the Sustainable Development Goals (SDGs). The climate emergency poses an increasingly severe threat to the health and well-being of more than a billion people in Asia. Policymakers in the region have sought to curb this threat by adopting clean energy, energy efficiency, and other sectoral policies. In some cases, these policies can bring additional benefits beyond mitigating climate change. These so-called “co-benefits” --ranging from improved air quality to better health to socioeconomic equity--could not only offset the costs of climate mitigation but also make Asia’s development more sustainable. Yet all too frequently policymakers lack the analytical methods and practical experiences to incorporate co-benefits into their decisions. This has created difficulties in aligning climate and sustainable development policies in Asia.

This book highlights the current issues, challenges, and priorities for climate change adaptation in the ten member states of the Association of Southeast Asian Nations (ASEAN). The status of each country was prepared by a consortium of researchers in consultation with National Focal Points of the ASEAN Working Group on Climate Change (AWGCC). National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

This publication reviews the economics of climate change in Southeast Asia, with a particular focus on Indonesia, Philippines, Singapore, Thailand, and Viet Nam. It confirms that the region is highly vulnerable to climate change, demonstrates that a wide range of adaptation measures are already being applied, and that it has great potential to contribute to the reduction of greenhouse gas emissions globally. This book presents good practices in Asia and ASEAN countries for effectively promoting advances in response to climate change, which can help to achieve sustainable development in Asia and around the world. As a proposal, the aim is to influence the discussions at COP 21 by providing a positive agenda with concrete actions from an Asian perspective. The book is divided into three parts. Part 1 describes the greenhouse gas (GHG) reduction scenario from an Asian perspective and in line with global 2 ° targets. Based on modeling analysis, the studies demonstrate the theoretical potentials and send the policymakers at COP 21 the positive message that “Asia can reach the target.” As Asian countries vary in terms of their economic strength, country-specific scenario studies for the two giants China and India as well as for Japan and Vietnam are introduced to show the different approaches for each country. Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. While the ultimate goal of this book is to facilitate international climate regime making, local government and international organizations (United Nations, World Bank, and others) officers, researchers, international NGO/NPOs, consultants, students (particularly those studying international relationships or environmental studies), as well as reporters will find this book useful in broadening their understanding of low-carbon development in Asia.
