This edited volume is devoted to the examination of the implications of the inevitable changes wrought by global change on the welfare and livelihoods of tens of millions of people who live in dryland regions. Sahelian West Africa has recovered from the disastrous droughts of the 1970s and 1980s. People have learned to adapt to risk and uncertainty in fragile dryland environments. They, as well as global change scientists, are worried about the impact of climate change on these West African drylands. What do the experiences of the last thirty years say about the preparedness for higher temperatures, lower rainfall, and even more variability? Detailed studies on Dryland West Africa as a whole, and on Burkina Faso, Mali and Northern Ghana in particular show an advanced coping behaviour and increased adaptation, but also major differences in vulnerability and coping potential. Pastoralism and Climate Change in East Africa provides systematic and robust empirical investigations on the impact of climate change on pastoral production systems, as well as participating in the ongoing debate over the efficacy of traditional pastoralism. This book is an initial product of the Project Building Knowledge to Support Climate Change Adaptation for Pastoralist Communities in East Africa implemented by the Centre for Climate Change Studies of the University of Dar es Salaam with support from the Open Society Initiative for Eastern Africa. Traditional pastoralism has proved to be a resilient and unique system of adaptations in a dynamic process of unpredictable climatic variability and continuous human interactions with the natural environment in dryland ecosystems. Pastoral adaptations and climate-induced innovative coping mechanisms have strategically been embedded in the indigenous social structures and resource management value systems. Pastoral livelihoods have, nevertheless, become increasingly vulnerable to climate change impacts as a result of prolonged marginalization and harmful external interventions. The negative effect of global climate change has been an added dimension to the already prevailing crisis in the pastoral livelihood system, which is substantially driven by non-climatic factors of internal and external pressures of change such as population growth, bad governance and shrinking rangelands lost to competing activities.

This volume provides new insights and conceptual understandings of the human and gender dimension of vulnerability in relation to the dynamics of tenure reforms in the dryland forests of Asia and Africa. The book analyzes the interaction between biophysical factors such as climate variability (e.g. droughts) with socio-political processes (e.g. new institutions and authority) and gender dimensions at various temporal and spatial scales. The book presents a number of case studies based on empirical research on forest tenure reform and it consequences on forest-dependent people. In particular, it highlights the interaction between legal, policy and institutional reform and the inclusion and/or exclusion of local people from deriving benefits from forest resources in the drylands. The book focuses on the questions how land tenure reform and natural resource governance impacts upon marginal groups (along individual, collective and gender dimensions); how do forest-dependent people prepare for and respond to vulnerability; and what is the effect of forest tenure policy reform on the human rights, gender and citizenship issues in relation to the use and management of forest resources and on conflict in forest zones. These issues are approached from the perspective of marginalized groups (gender and social diversity such as indigenous peoples and herders) in vulnerable dryland forests with a high risk of being exposed to climate variability.

With climate change impacts already felt in the world’s drylands, there is an urgent need for action, at various scales and initiated by different stakeholders, to ensure the sustainability of food production and livelihoods in these regions in the coming decades. There is also the need to rapidly establish baselines, assess and start monitoring progress on sustainability, emerging as result of the action taken. To aid in this effort, this paper provides a short list of expected transformations (under each of the three sustainability pillars) for guiding the planning and implementation of policy, governance and practice-level actions. Gender and indigenous people’s rights and knowledge will be considered cross-cutting issues. The expected transformations will be shared with and agreed by dryland experts and practitioners and will be complemented with additional relevant information sources and indicators. However, it is recommended that national and subnational governments, programmes, projects and individual practitioners and experts define the indicators they will use for measuring their own progress towards the expected transformations, based on the availability of data and specific national and local conditions.The paper will also present case studies portraying actions that have led to progress in sustainability and are directly related to the expected transformations. A related policy brief Blooming Drylands will complement the paper and offer practical recommendations on how policymakers can reach the expected transformations.
