year simulations in order to separate noise in the system from the climate change signal. Several contributing papers focused on case studies using Regional Climate Models (RCMs) linked to hydrological models, applied to the analysis of runoff under conditions of convective activity and extreme precipitation, in regions of complex topography, or stakeholder-driven investigations such as water runoff simulations in Quebec undertaken for a major utility. Thorough analyses of GCM results for the Century were reported at the Workshop, in order to illustrate the improvements in model results which have taken place in recent years, and the increasing confidence with which the models can be used for projecting climatic change in coming decades. However, there is still much room for improvement; there is also a need to address more fully the manner in which climate and impacts models (e. g. , hydrological models) can be linked, in terms of consistency and the overlap between different scales, the underlying physical assumptions, and the parameterizations used. Session 2 was devoted to the two extremes of water resources, namely floods and droughts, the focus here being to identify the climate change component in river floods. These have significant economic implications, as was shown by several scientists from Western and Central Europe. Many long time series have been studied worldwide with the aim of detection of nonstationarities, yet there is no conclusive evidence of climate-related changes in flow records, in general.

This volume arises from the work of the International Geographical Union Working Group on Regional Hydrological Response to Climate Change and Global Warming under the chairmanship of Professor Changming Liu (1992-96). The book consists mostly of peer-reviewed papers delivered at the Working Group's first three scientific meetings held in Washington, D.C. (1992), Lhasa, Tibet (1993) and Moscow (1995). These have been supplemented by a few additional chapters that have been specifically commissioned in order to give a well-rounded coverage of the global and scientific aspects of the topic. As editors, we have sought to balance state-of-the-art reviews of methodology and regional research with detailed studies of specific countries and river basins. In the spirit of the IGU, we have devoted particular effort to encouraging contributions from scientists in the non-English-speaking world. These chapters provide valuable evidence of recent climatic change and predictions of future hydrological impacts from parts of the world where little detailed work has been conducted hitherto. They provide much valuable information that is new and interesting to an international audience and is otherwise very difficult or impossible to acquire. It is hoped that the present volume will be not only a record of current achievements, but also a stimulus to further hydrological research as the detail and spatial resolution of Global Climate Models improves. One notable aspect that emerges from a number of the contributions is that many, though by no means all, recent hydrological trends are in line with global warming predictions.

To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries. Water is an extremely important factor in global environmental change. Water influences the processes causing change. The human and economic consequences of changes in the water system can be very significant. The aim of this NATO Advanced Study Institute was to present a state-of-the-art assessment of the role of water in global change, ranging from a consideration of atmospheric processes to the social and political impacts of changes in water resources. Many initiatives have recently been developed, such as international conferences and research programmes in particular themes, but there was still a need for information from these diverse activities to be brought together. One of the aims of the ASI was to encourage cross-fertilization between the various disciplines looking at water in the global system. This book contains the expanded written versions of the lectures presented during the AS! held in Italy in May/June 1994. It falls into two basic parts. The first twelve chapters cover the role of water in the climate system and climate modelling. Various areas of the water balance including global budgets, the effect of each element of the water balance on regional and global climates, and procedures used to model hydrological processes at all scales are discussed. Precipitation, ice, lake, groundwater, land surface and atmospheric considerations are included together with hydrological process linkage to climate models. Ocean effects were not covered as they were considered to be outside the scope of this particular AS!.
