The massive Indus River Irrigation System plays a life line role for the agriculture and economy of Pakistan. Like other basins in the sub-continent (Indo-Pak), British since mid of the 19th century laid down the basis of a continuous agricultural and water development era which speeded up after Indus Waters Treaty 1960 resulting in an increasing over-commitment of water resources. The signs of basin closure are apparent during dry periods with their adverse environmental, ecological, social and economic impacts in the lower Indus and downstream Kotri on Indus delta. The downstream flow to sea in 1976-77 was about 79 MAF but in 2000 the flows to sea were only 0.79 MAF approaching to almost zero in 2004-05. To deal with the difficulties during adapting mechanism against basin closure there is need for a strategy for water resources management and development in Indus basin which can precisely define and strictly implement the water allocation mechanism to secure equilibrium between sustainable, equitable and efficient uses of the limited water to serve the humanity and preserve the environment.

@L'énorme système d'irrigation de la rivière Indus joue un rôle principal pour l'agriculture et l'économie du Pakistan. Comme d'autres bassins dans le sous-continent (Indo-Pak), depuis le milieu du 19ème siècle, les Anglais ont établis les bases d'un développement agricole et de ressource en eau qui ont été accéléré après la traité de l'Indus sur l'eau en 1960 entraînant de sur-engagement sur la ressource en eau. La pression de la demande alimentaire due à une forte augmentation de la population a entraîné une augmentation de la superficie cultivée dans le bassin de l'Indus. Plus l'eau a été détournée à des fins agricoles à partir des ressources en surface, plus il y a eu un intense épuisement des eaux souterraines pour satisfaire les besoins en eau des cultures. La politique du gouvernement a appuyé le processus de développement, mais reste inefficace pour le réglementer. Ce rapport essaie de mettre en évidence la tendance d'utilisation de l'eau dans le bas bassin de l'Indus, en particulier, en créant un simple calcul de bilan général de l'eau et de ses utilisations en agriculture dans le bassin de l'Indus sur une feuille Excel. Après l'achèvement du réservoir de Tarbela, entre 1977à 1981, une période dite humide (pratiquement fin de l'ère du développement), le nombre de jours où le flux d'eau est nul vers l'océan est moindre, il n'y avait pas d'intense extraction de l'eau souterraine et le flux de était normal mais la remonté de la nappe engendrant le problème de salinité constituait un important problème dans le bassin versant de l'Indus. Durant la période sèche de 1996-2000 (époque de maturité du système d'irrigation), avec un débit limité de la surface et les précipitations, le canal de dérivation a augmenté, le pompage excessif des eaux souterraines est devenu pratique courante, le débit de base et réduit le nombre de jours avec un débit nul atteint à 250 jours, en hiver, le flux vers la mer est presque nul. Les signes de la fermeture des bassins sont visibles durant les périodes sèches avec leurs impacts négatifs sur l'environnement, écologiques, sociales et économiques dans le bas Indus et à Kotri en aval sur le delta de l'Indus. Le flux vers la mer la mer, en 1976-77, était d'environ 79 CRG mais en 2000, ce flux est seulement 0,79 CRG ou presque nul en 2004-05. TI ne s'agissait pas seulement de la disponibilité des ressources naturelles qui mènent au développement des ressources en eau du bassin de l'Indus, mais la dynamique sociale, économique et politique ont également joué leur rôle pour reconfigurer le hydropanorarna du bassin de l'Indus. Pour faire face à la fermeture d'un bassin, il est nécessaire de comprendre les dimensions politiques de l'accès à l'eau et les possibilités de changement. La variabilité des flux, le changement futur de l'environnement, l'augmentation de la population et la plus en plus forte demande en alimentation constitueront une pression énorme sur les ressources naturelles existantes et la gestion va sûrement s'orienter vers le rétablissement de la distribution et la poursuite du développement du bassin de l'Indus. Cet acte peut en outre affecter les utilisateurs en aval, par manque d'eau, plus de dégradation environnementale et des ressources et plus de conflits. Pour faire face aux difficultés lors de l'adaptation du mécanisme contre la fermeture du bassin, une stratégie de gestion des ressources en eau et de développement dans le basin de l'Indus s'avère nécessaire qui pourrait précisément et strictement définir le mécanisme de répartition de l'eau pour garantir l'équilibre entre l'utilisation durable et équitable et efficace de l'eau pour servir l'humanité et préserver l'environnement. Cela devrait être fait par le biais des décisions rapides et faisables, dès que possible, avec des plans d'action par l'adoption d'une gestion inté ée et durable dans le bassin de l'Indus.

This volume calls upon over a dozen Indus observers to imagine a scenario for the Indus basin in which transboundary cooperation over water resources overcomes the insecurity arising from water dependence and scarcity. From diverse perspectives, its essays examine the potential benefits to be gained from revisiting the 1960 Indus Waters Treaty, as well as from mounting joint efforts to increase water supply, to combat climate change, to develop hydroelectric power, and to improve water management. The Indus basin is shared by four countries (Afghanistan, China, India, and Pakistan). The basin’s significance stems in part simply from the importance of these countries, three of them among the planet’s most populous states, one of them boasting the world’s second largest economy, and three of them members of the exclusive nuclear weapons club. This study, Indus basin of Pakistan: the impacts of climate risks on water and agriculture was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

The feeble seasonal monsoon of 2009 caused a deficiency across the Pakistan. This comes after many rural households were already in dire straits facing high fertilizer charges and the impact of increasing world food prices. To aggravate the matters, the calamitous monsoon floods of 2010 overblown more than 22 million people, their homelands, structure and harvests. It has been estimated that this single flood caused around US$10 billion in damage, about partial of which was due to fatalities in the agricultural division. Introduction: The Indus Basin has a long and lively history of growth and alteration in irrigation. The settlements of the Harappan evolution in the Indus Valley date back five millennia. During the monsoon season, traces of flood channels remain that cut through the floodplains and allowed the inundation of agricultural fuel, food and minor crops within the riparian corridor. One of the largest dams, the so-called Gabarbands, dam water in torrents and branch catchment areas. Urban toilets and manure systems which aided cities such as Mohenjo-Daro in the Pakistan, Sindh’s lower Indus River section. such smaller cities and were discovered in the 2nd millennium BC. Abandoned due to overflowing of river, salinization, and changes in riverbeds. In a large drainage basin east central Indus valley, the Ghaggar-Hakra river canal changed development during the changes due to river in Harappan era, resulting in the desertion of hundreds of settlements. In the Hindu Kush-Karakorum Mountain region areas of the Himalayas, 50 to 80 percent of the average Indus flow is due to snow and glacial melt, with the remainder due to monsoonal rains on the plains. Climate transformation may result in increased unpredictability in the supply and effectiveness of snowfall, as well as variations in snow and ice melt, which would affect water resource managing in the basin.
