This volume calls upon over a dozen Indus observers to imagine a scenario for the Indus basin in which transboundary cooperation over water resources overcomes the insecurity arising from water dependence and scarcity. From diverse perspectives, its essays examine the potential benefits to be gained from revisiting the 1960 Indus Waters Treaty, as well as from mounting joint efforts to increase water supply, to combat climate change, to develop hydroelectric power, and to improve water management. The Indus basin is shared by four countries (Afghanistan, China, India, and Pakistan). The basin’s significance stems in part simply from the importance of these countries, three of them among the planet’s most populous states, one of them boasting the world’s second largest economy, and three of them members of the exclusive nuclear weapons club. However, the basin’s significance stems also from the great importance of the Indus waters themselves – due especially to the region’s massive dependence on irrigated agriculture as well as to the menace of climate change and advancing water scarcity. The “Industan” this volume imagines is a definite departure from business as usual responses to the Indus basin’s emerging fresh water crisis. The objective is to kindle serious discussion of the cooperation needed to confront what many water experts believe is developing into one of the planet’s most gravely threatened river basins. It is thus both assessment of the current state of play in regard to water security in the Indus basin and recommendation about where to go from here.

A River Flows Through It: A Comparative Study of Transboundary Water Disputes and Cooperation in Asia explores water disputes in Asia and addresses the question of how states sharing a river system can be incentivized to cooperate. Water scarcity is a major environmental, societal, and economic problem around the world. Increasing demand for water as a result of rapid economic development, high population growth and density has depleted the world’s water resources, leading to floods, droughts, environmental disasters, and societal displacement. Shared river basins are therefore often a source of tension and conflict between states. In regions where relations between countries have historically been conflictual, scarce river water resources have exacerbated tensions and have even sparked wars. Yet, more often than not, states sharing a river basin are able to come to some form of agreement, whether they are far-reaching ones such as water-sharing agreements or those that are more limited such as the sharing of hydrological data. Why do riparian states cooperate, especially when power asymmetries between upstream and downstream countries are characteristic of transboundary river basins? How do non-state actors affect the management of international rivers? What are the conditions that facilitate or hinder cooperation? This book wrestles with these questions by exploring water disputes and cooperation in the major river systems in Asia, and by comparing them with cases in Africa, Europe, and the United States. A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. It begins with a theoretical reframing of both the contested concept of scarcity and the underlying dynamics of resource diplomacy. The authors then outline the current tensions around resource scarcity or degradation and examine existing progress towards cooperative international management of resources. These include food and water scarcity, mineral exploration and exploitation of the oceans. This book analyses the key political challenges to regional energy cooperation in South Asia. It argues that investment in the planning of regional energy projects can increase their viability and also drive integration and peacebuilding. Regional cooperation has been substantiated by academics and multilateral development banks as one of the most viable solutions to South Asia’s crippling energy crisis. However, three decades of national and regional efforts have failed to develop a single multilateral energy project or foster high levels of bilateral cooperation. Using data collected through extensive interviews with policymakers in India, Bangladesh, Pakistan and Nepal, this book identifies the specific roadblocks to energy cooperation – including domestic politics and the failure of leadership on multiple levels - and evaluates how these political challenges determine regional interactions on energy securitisation, environmental cooperation and human rights. Huda then undertakes case studies on four transnational energy projects to highlight specific policy recommendations to overcome these challenges, suggesting planning mechanisms through which the significant issue of energy cooperation in South Asia can be addressed.
