The information age is reshaping current socio-economic structures and processes and this book touches upon the nature of clusters in the fourth industrial revolution (Industry 4.0; I4.0). It focuses on the spatial perspective of digital business transformation and explores in natural context the interrelations between cluster and I4.0. It investigates the role of knowledge, business relations and policy in making cluster relevant for Industry 4.0 and uses the case study method and literature review to develop a conceptual framework outlining the functioning of Industry 4.0 cluster. This book argues that locally embedded knowledge accompanied by strong presence of industry and assisted by proper governance management facilitate the implementation of I4.0. The idiosyncrasies of Industry 4.0 impact also the functioning of cluster as they require more interdisciplinary integrative approach with the provision of industrial commons and development of related varieties. Natural processes of stretching of the cluster cannot be prevented, but should be harnessed for upgrading the core competences of cluster. This book can enrich existing literature on economic geography and regional studies by discussing the spatial aspects of digital transformation. It shows the cluster transformation as induced by the digital transformation, and will be of interest to researchers, academics, policymakers, and students who explore the regional and local development, competitiveness, or managerial aspects of fourth industrial revolution.

Clusters are considered crucial nodes in the ongoing transformation of international value chains (IVCs). Due to technological advancements and external shocks, such as pandemic and political conflicts, value chains (VCs) have been spatially and functionally shortening, and clusters are well suited to address the resulting demand for more diversified and higher value-adding activities in geographical proximity, such as European economic area. However, clusters differ in their positions and capability to advance in IVCs, which induces the research problem of the conditions for cluster upgrading (CU). This monograph aims to develop a theoretical framework for regional CU and empirically verify this framework based on ICT clusters in Europe. It advances the theory of upgrading by linking the VC governance and capability approaches, broadening the empirical evidence on the conditions of CU, and providing policy recommendations. The unique value of the findings from research and practice results in the identification of the determinants for CU and conceptualizes them into new theoretical constructs of the sufficient Framework Conditions and the necessary and sufficient Public-Private Knowledge Governance. Our empirical basis is European clusters in ICT, an industry being one of the Key Enabling Technologies (KETs) for innovation and VC transformation. Environmental changes and related public policies require an energy-focused sustainable industrial transformation (SIT) that reconciles economic, environmental, and social objectives. Local energy clusters are conducive to these transformative processes since they represent institutional structures that link key actors and factors in territorial communities to form niches for the green transition. However, SIT policies at the local level are in a nascent stage, and empirical evidence on these processes remains scarce. Furthermore, it is necessary to advance a conceptual background for SIT and identify the development conditions for territorial energy communities. In response to these theory- and policy-related challenges, this monograph aims to conceptualize the role of energy cluster policies in SIT using an institutional approach, as well as to identify the progress of the energy cluster policies and the development stages, drivers, and obstacles of local energy clusters. The author’s empirical basis will be Polish energy clusters analyzed against international policies and experience in territorial energy communities. This book provides unique value by developing an institutional analytical framework for energy cluster policies, identifying the conditions for the development of energy clusters, and proposing actionable policy recommendations in this area. This book examines the problem of the innovation divide in the world economy, and convergence in innovation performance between leaders and followers, analysed through the prism of Chinese experiences, and explored from an European Union (EU) perspective. The rationale for research conducted in this book is an observation of a significant change in the geography of world innovation, reflected in the emergence of innovation hubs in developing countries and in the shift of manufacturing activity, including high and medium-high technology industries, to emerging economies, mainly China. Four of these institutes belong to the Leibniz Association: The Academy for Spatial Research and Planning (ARL) in Hannover, the Leibniz Institute for Regional Geography (IfL) in Leipzig, the Leibniz Institute of Ecological and Regional Development (IÖR) in Dresden and the Leibniz Institute for Regional Development and Structural Planning (IRS) in Erkner, near Berlin. The ? fth institute is the Federal Of? ce for Building and Regional Planning (BBR) in Bonn, a large partner of great importance. These research institutes have founded this new scienti? c series with the goal of providing international colleagues with information on an annual basis concerning problems and research results within this current and socially relevant issue in Germany. The combined presentation of issues addressed in articles from these individual institutes is an example of how complementary the respective research approaches and abilities are. This kind of year-book therefore documents a network which has existed for several years between the institutes in the form of mutual information and trusting research cooperation.
